- NAICS Code: 5616 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The U.S. Environmental Protection Agency (EPA) Security Management Division intends to award a firm fixed price purchase order to obtain identification (ID) and enrollment stations. Homeland Security Presidential Directive 12 (HSPD-12) establised policy for a common identification standard for Federal employees and certain contractors. Federal Information Processing Standard (FIPS) 201-1 implements the Directive by defining the overall techncial requirements for Personal Identifiction standard or PIV card. All Federal agencies, including EPA, must be fully PIV-compliant, including technical specifications, components and processes required for PIV interoperability, by October 27, 2006. In order to meet the requirements and objectives of HSPD-12 and FIPS 201-1, the Agency has initiated the EPA Personnel Access and Security System (EPASS). This system will establish a compliant creditialing program that encompasses the full set of badge life cycle activites while enhancing the security of EPA employees and personnel, facilities and Information Technology (IT) systems. One of the key components of the Agency's EPASS Badge (PIV Card) is the ID and Enrollment Station. This Station must be able to capture and store (INCITS 381 format) fingerprint biometrics, support document scanners, be FBI certified, support at a minimum driver's license validation, support digital cameras, store digital facial images (INCITS 385 format), support NIST Special Publication 800-73 for fingerprints and facial biometrics, support the Office of Personnel Management (OPM) submission process for biometrics, be capable of operating stand alone or with a biometric server with store and forward capabilities. Further, the ID and Enrollment workstation is required to be on the General Services Administration (GSA) Approved Product List (APL) as a Facial Image Capture Station, Fingerprint Capture Station, Template Generator and Template Matcher. Pursuant to the Office of Management and Budget's (OMB) direction, all procurements related to implementation of HSPD-12 must be made using GSA's Schedule 70 and the APL. Pricing for the ID and Enrollment Station should include the fingerprint biometric FBI certified reader (able to do Flats Slap capturing and/or biometric rolls), a digital camera and the perpherals for document verification. Document scanning is not but a funding option may be listed. Provide the procurmenet options for one to five stations. A seperate pricing line shall also be included for installation and training of the EPASS system. The Government intends to award a purchse order resulting from this Request for Quote to the responsible business whose offer, conforming to the solicitation provisions, will be the most advantageous to the government. Any firm believing it is capable of meeting EPA's requirement as stated herein may submit a quote, which if received by close of business September 12, 2006 will be considered.
