- Since the PRC Web site http://www.prc.gov was placed into production, the PRC Information Technology organization has continued to improve the site to the point that it has been accepted by the user community as an indispensable tool for interfacing with the PRC by performing tasks such as filing legal documents, retrieving case material and decisions, and providing information about PRC activities. The PRC Web site has proven to be a reliable, cost effective solution for transacting business with a widely distributed user base. The PRC Web site is comprised of standard HTML pages with occasional embedded JavaScript code, and ASP pages containing scripts written in VBScript. As currently installed it uses Frames to separate navigation from content. The application interfaces with an Oracle 9i database containing docketed documents. The PRC Web application provides information to the mailing community about Postal affairs, but a major function of the application is to provide the capability for case intervenors and other parties to electronically file, research, and retrieve legal documents. The site has not been formally documented, and this will be a deliverable under the scope of this contract. The Supplier shall provide personnel that have the necessary skills and knowledge to professionally document the current Web site and, upon implementation, document the new production site, redesign the user interface according to general design criteria supplied by the PRC, create a prototype of the redesigned site to be approved by the PRC, test the redesigned application thoroughly and meticulously, and move the approved prototype to production with no downtime and no adverse impact to the user community and the PRC production environment. Care must be taken to preserve as much of the original code as possible within the bounds of the redesigned interface. See the accompanying Request for Proposal for more detail concerning Tasks and Deliverables. The PRC expects to award a Time & Materials Task Order in response to this RFP. The anticipated period of performance shall be as follows: Base Period Contract award date through September 30, 2007 Option 1 October 1, 2007 through September 30, 2008 Exercise of option will be at the discretion of the PRC and will be dependent upon funding availability, requirements for continued services, and the Supplier?s record of performance. At the discretion of the PRC, Phases (see RFP Section 3.2) may be incrementally funded. Business needs may dictate that gaps occur between the end of one Phase and the start of work on a subsequent Phase.
