Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. Simplified procedures as described in FAR 13.5 will be used for acquisition of these commercial items. This requirement is a Total Small Business Set-Aside. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The reference document for this requirement is 0181342/78732. The incorporated document, provisions, and clauses are those in effect through Federal Acquisition Regulation (FAR) Federal Acquisition Circular (FAC) 2005-12 and Defense Federal Acquisition Regulations Supplement (DFARS) Defense Change Notice (DCN) 20060814. The North American Industry Classification Systems (NAICS) code for this requirement is 334220, ?Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing ". The Government intends to procure on a firm fixed-price basis in support of requirements from the Special Communications Requirements (SCR) Division of the Naval Air Warfare Center (NAWCAD) fifty (50) Very Small Aperture Terminal (VSAT) satellite communications systems capable of TDMA (Time Division Multiple Access) operation. Each system will be equipped with one (1) Ku-Band VSAT Terminal, two (2) TDMA Satellite Modem Outdoor Units (ODU) (one as part of the system and one spare), and one (1) GUI. Each system will consist of three major components: (1) Ku-Band VSAT terminal, (1) TDMA satellite modem ODU and (1) GUI. An additional fifty (50) TDMA satellite modem ODUs are also required as spares. The detailed requirements for each of these components are described below. Each system should also be shipped with a training manual, equipment manuals, and include the offerors standard commercial warranty. The Government preferrence is a warranty of at least one (1) year. KU-Band VSAT Terminal o AvL Technologies Model 1278K Fly and Drive Antenna System (Special NAVAIR Version), which includes all of the following: o 1.2m 4-segment Carbon Fiber Reflector o TracStar Automatic-acquisition Antenna Control System with Handheld Controller o Custom Pallet including Connector Interface Panel o ERA Precision 2-port Feed with Motorized and Manual Drive capabilities o Retractable Feed Boom o Norsat 1507HA PLL LNB o XICOM Model XTS-25K-B1 25W SSPA w/Serial Interface (mounted onto feed boom) o Backup Manual Polarization, Azimuth, and Elevation Drive capabilities o Special Outriggers to provide stability when used in the fly-away configuration including additional set of larger diameter (removable) foot pads. o Special Captivated Knobs for Reflector and Feed Boom Mounting o Soft-sided Carrying Cases with Handles for Reflector Panels o Transit Case to house all legs, feet, speedwrench and any other peripherals TDMA Satellite Modem ODU o Outdoor Unit includes an iDirect iNFINITY 7350 (or iConnex-R) Modem o Modem includes AES encryption option o Modem includes mesh option o Modem includes FIPS-140-2 option (Purchased now for future upgrade) o Modem, power supply, and other hardware housed in an environmentally controlled weather-proof container (ODU) Specifications for ODU o Must meet all MIL-STD-810 standards o Must be waterproof o Must be environmentally controlled to be able to operate outdoors in temperature ranges from -30? C to +50? C. o Must provide, as a minimum, internal capability to operate on AC Power (120/240 VAC ?10%, 50/60 Hz,{autoswitching}, and 24 VDC, o Must be able to accept a future option for a DC Battery Backup capability for full system operation for a minimum of 0.5 hour without further modification to the ODU. o Must house Modem and all necessary accessories (power supplies for all system equipment including the Xicom BUC, Imbeded Processor, Ethernet switch, media converter, TracStar interfaces, etc) o Embedded Processor must provide necessary interface between iDirect Modem and TracStar ACU for fully automatic satellite acquisition using TracStar?s Direct Point mode. The Embedded Processor will provide the necessary interfaces and processing capability for the required GUI software. o The ODU must include and external RS-232 Port for accessing the Embedded Processor, TracStar ACU?s PC Port, iDirect Modem?s Console Port, and Xicom BUC?s Serial Port for Field Ungrades and Diagnostics. o All connections/interfaces must be waterproof o Must include a Rack Mount Kit for a 20? deep rack o ODU and rack mount kit must take no more than 6RU of space (including ventilation requirements) o Rack mount kit must provide quick release connections so that ODU can be removed from rack o Stand/legs must be included for outdoor operation o Must include 20 ft cable harness for connections from container to an interface panel o Must include 15 ft cable harness for connections from an interface panel to VSAT Terminal o Must include 15 ft cable harness for connections from container to VSAT Terminal o Must include fiber reach back capability using multimode fiber and ODU mounted TFOCA II connector. A minimum of one(1) RJ-45 Ethernet must be provided on the ODU with the TFOCA II connector. o All connectors on ODU and harness? must include dust caps o System must provide direct access to modems serial port for maintenance and trouble shooting purposes o Must include a 50ft power cable o Must include a 50ft Ethernet cable o All power and Ethernet cables in the system must be shielded o All RF cabling must be Belden 1505A cable o Must include Pelican Case to store the ODU GUI o System must provide full Monitor and Control capability for normal operations of the TracStar ACU, iDirect Modem, and Xicom BUC including but not limited to changing TracStar settings, iDirect options files, and BUC monitoring. o GUI software must run on MS Windows 2000, MS Windows XP Professional, or MS Windows 2003 Server. Contractor will provide functional and operational training on all provided equipment/ systems as well as packaging, deployment and setup training. Time frame for training will be in accordance with the delivery schedule. Training will be provided in a minimum of one (1) session with a minimum of eight (8) trainees per session. Session may cover multiple days of training. All required training materials will be provided by the contractor. A hard copy and digital copy of the training manual must be supplied with each system The contract line item number (CLIN) and descriptions for this procurement are as follows: CLIN 0001 ? fifty (50) Very Small Aperture Terminal (VSAT) satellite communications systems and CLIN 0002 ? fifty (50) spare Outdoor Enclosure Units (ODU). All deliveries shall be FOB Destination CACI Systems, Inc., 46967A Bradley Blvd., Lexington Park, MD 20653. First system and associated spare under CLINs 0001 and 0002 shall be delivered within 14 weeks after date of contract with remaining systems and spares delivered at a rate of two (2) per week following the initial system/spare delivery. Inspection and acceptance shall also be made at destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverables listed in the schedule. FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS (JAN 2006) is incorporated by reference and applies to this acquisition. The provision at 52.212-2 EVALUATION?COMMERCIAL ITEMS (JAN 1999) is incorporated by reference and applies to this acquisition with the following inserted information under paragraph (a): The following factors shall be used to evaluated offers: The Government intends to award a single contract to the responsible offeror whose offer conforms to the solicitation and represents the best value to the Government, considering technical factors and price. The following technical factors will be evaluated and are listed in descending order of importance: (1) Technical Approach (2) Past Experience/Performance. Technical Approach: Technical proposal shall be no longer than 6 typed pages (12pt font), excluding pictures, illustrations, drawings, and copy of AvL quote. It must include a detailed description of the product and all of its capabilities. It must include an overview of similar systems and some of the customers using them. It must include pictures of the system, single line drawings, and similar systems. A copy of Avl?s quote (price may be deleted) is required to ensure all of the features of the special NAVAIR version are being provided. It must describe your knowledge and understanding of the technical requirements and identify the methodology and analytical techniques you will use to manage the work and ensure that all SOW requirements are met. Offers will be evaluated on the demonstrated ability to provide a technical approach that integrates the tasking into a cohesive effort that can be accomplished with minimal risk. Required Past Experience/Performance Documentation: The offeror shall provide a narrative of at least two (2) projects for similar tasks as required by this SOW and at least two (2) years of experience producing similar products within the past three (3) years. If the offeror will subcontract any significant part of this effort, the offeror must provide a narrative of at least two (2) projects for similar tasks for those subcontractors. The offeror shall provide applicable contractor names, contract numbers, contract dollar values, description of product provided, and periods of performance. Each narrative shall also include the name, area code and phone number, mailing and e-mail address of the person from each identified contractor who can verify the offerors past experience/ performance. The Past Experience/Performance Documentation shall be no longer than 3 typed pages (12pt font). The Government will conduct reference checks on performance, customer satisfaction with respect to technical quality of product provided, ability to meet contractual schedules, management responsiveness, and cost control. The Government will also evaluate the relevance of the offeror's past experience/performance compared to the requirements specified in the SOW. The Government may supplement the information you provide with performance information it may obtain from any other reliable source including its own experience with your firm (or Subcontractor). Offerors unable to fully demonstrate they have successfully completed two (2) similar tasks to this SOW in the past three (3) years will be considered to be a higher risk to the Government and as a result may not be considered for award. The technical and past performance, when combined, are significantly more important than price. However, to the extent that the offers become more equal in the technical and past performance factors, then price takes on added significance. Offeror shall include a completed copy of the provision at FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS (JUN 2006) with its quote. FAR 52.212-4 CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS (SEP 2005) is incorporated by reference and applies to this acquisition. FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (AUG 2006) applies to this acquisition. (a) The Contractor agrees to comply with the following FAR clauses, which are incorporated in this contract by reference, to implement provisions of law or executive orders applicable to acquisitions of commercial items: (1) 52.233-3, Protest After Award; and (2) 52.233-4, Applicable Law for Breach of Contract Claim. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records ? Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor?s directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its office at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finially resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, rregardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to include any FAR clause, other than those in paragraphs (i) through (vii) of this paragraph in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause ? (i) 52.219-8, Utilization of Small Business Concerns in all subcontracts that offer further subcontracting opportunities. If the subcontract (except subcontracts to small business concerns) exceeds $500,000, the subcontractor must include 52.219-8 in lower tier subcontracts that offer subcontracting opportunities.
