Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Center for Plant Health Science and Technology (CPHST), Decision Support and Pest Management Systems (DSPMS), Laboratory, 3645 E. Wier Avenue, Phoenix, AZ has a requirement for One (1) 4 x 2 Super Duty regular cab Truck with 16' dry freight box, lift gate, hitch receiver and 5000 W electric start generator installed. Name Brand or Equal applies, see attached specifications with system characteristics. This solicitation is set-aside 100% for small business concerns. The associated NAICS code is 441110 and the small business standard is $26.5 million dollars. Fax quotations to: (612) 370-2136 Attn: Jayne Frommes. QUOTATIONS ARE DUE BY Friday, September 15, 2006 by 10:00 a.m. local time. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 6-63110 and the solicitation is issued as a request for quotation (RFQ). This solicitation document incorporates provisions clauses which are in effect through the most current Federal Acquisition Circular. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://farsite.hill.af.mil . Requirement description and delivery dates are noted below in the Specification. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this solicitation. In accordance with provision at 52.212-2, Evaluation Commercial Items. The following text is added to Paragraph (a) of FAR 52.212-2: (Evaluation). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. When combined, technical and past performance are equal to price. Primary technical considerations include: Powertrain, engine size, GVWR (17,950 lb) generator package, tow/hauling capabilities, rear axle ratio, safety features, and availability of maintenance facilities. Additional guidance on price is provided under provision 52.212-1 section (g). The provisions at 52.212-3, Offeror Representations and Certifications Commercial Items apply to this solicitation. The contractor shall return a completed copy of these provisions with its quotation. A copy of the provision may be attained from http://www.arnet.gov/far. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. . The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
