Description
The U.S. Department of Energy (DOE) intends to solicit a proposal and negotiate a sole source bridge contract with Sentech Incorporated for professional engineering and technical support services to Energy Efficiency and Renewable Energy (EERE) Office of Technology Development (TD). The proposed bridge contract will provide the Deputy Assistant Secretary for Technology Development the means to support the R&D mission and vision of the Energy Efficiency and Renewable Energy with technical, engineering, analytical, and management support. The services are generally to include, but not be limited to, assistance in preparation of briefings and presentations, development of program plans and evaluations, coordination of meetings and documents, preparation of technology transfer products, preparation of budget or financial documents, and technical review of scientific and engineering studies and analyses. The services are currently being performed by Sentech Incorporated under Department of Energy Contract Number DE-AC01-01EE50624, which will expire on October 22, 2006. The statutory authority for permitting other than full and open competition for this contract is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 10 USC 2304[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency???s requirements. Sentech has been supporting TD for more than 10 years and has the technical expertise in the energy-intensive industries and processes that are the focus of EERE R&D. The incumbent is currently and extensively assisting TD with several on-going activities which are of critical importance to various programs??? operations. As such, this strategic knowledge and experience to provide uninterrupted support to TD with program planning, implementation, and evaluation necessitates the award of a bridge contract to the incumbent contractor, Sentech Incorporated. There are no solicitation documents available for this requirement. Firms who want to challenge the sole-source must submit an interest letter that demonstrates the firm???s ability to provide the services, as described above. Interested parties may submit a proposal and rationale as to why they should be considered by September 15, 2006 to: Ms. Patricia Espinoza, MA-642.1, 1000 Independence Avenue, SW, Washington, DC 20585. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive acquisition. The intent of this award is to provide the required support services to EERE until the award and transition of a competitive follow-on acquisition is completed. The North American Industry Classification System (NAICS) Code for this requirement is 541330. The period of performance is for a total of nine months, consisting of one 3-month base period and two 3-month option periods.
