Description
The National Institutes of Health (NIH) intends to negotiate on a sole source basis with The Washington University School of Medicine 660 S Euclid Ave.Box 8111, St Louis MO 63110 in general and Dr. Roberta A. Pagon in particular for a continuation of the services being provided for Office of Rare Diseases. Dr Roberta A. Pagon is the only known source capable of providing the required services because of her involvement in this project over the past months. Further, inherent duplication of cost to the Government would be time and cost prohibiting. 1. The contractor shall for the External Review process; Assign each application to a Review Panel. Coordinate each review conducted by each of 3 Review Panels, involving; Scheduling conference calls. Notifying panel about availability of application materials on the Collaboration, Education and Test Translation Program for Rare Genetic Diseases (CETT) Web site. Query the panel about potential conflict of interest (COI). Re-assign panel members based on any perceived potential COI. Serve as a resource during the conference call for CETT Program review process and policies. Create first draft of the review report using the evaluation worksheet. Solicit feedback on the review report from the Review Panel and staff. Edit review report based on feedback, solicit feedback on the edited review report, and provide final review from the Review Panel, staff and posting to the Web site. 2. The Contractor shall evaluate the CETT Program external review process. 3. The Contractor shall refine the CETT Program application form. 4. The Contractor shall refine CETT Program review standards. 5. The Contractor shall develop format and content for the educational materials to be developed by the applicants. 6. The Contractor shall develop format and content specifications for the test result form to be submitted by the applicants. 7. The Contractor shall establish standards for the clinical data and genotype data to be collected by the applicants. 8. The Contractor shall develop information about the CETT Program for the CETT Web site, PowerPoint presentations, and brochures. 9. The Contractor shall develop educational materials as needed about genetic testing for rare disorders and genetic test result report interpretation to support the test translation process. 10. The Contractor shall Co-author manuscripts for peer review publications regarding the CETT Program. 11. The Contractor shall attend scientific, professional, and patient advocacy meetings to present information on the CETT Program. 12. The Contractor shall participate in outreach educational efforts for professional societies that use genetic testing in research, but might not be familiar with the opportunities for test translation available through the CETT program. 13. The Contractor shall participate in organizational and administrative meetings and biweekly conference calls with CETT Program staff. 14. The Contractor shall provide progress reports as specified by the ORD. 15. The period of performance shall be from September 1, 2006 through August 31, 2007. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. Concerns that respond to this synopsis shall furnish concise responses directed specifically to the requirements mentioned above and are invited to submit proposal and/or capability statements in an Original Plus Two (2) no later than ten (10) business days from the date of this announcement, August 31, 2006, due in COB Sept. 11, 2006. Written responses shall include complete description of services to be provided, containing sufficient technical information to permit agency analysis to establish bona fide capability to meet the stated requirements as listed above.
