Description
The National Institutes of Health (NIH) intends to negotiate on a sole source basis with Gatan Inc,780 Commonwealth Drive Warrendale, PA 15086 for a continuation of the equipment/services being provided for the National Eye Institute (NEI). Gatan Inc is the only known source capable of providing the required equipment/services because of its involvement in this project over the past months. There is a requirement to upgrade an existing JEOL 100cx transmission electron microscope Gatan is the sole manufacturer and vendor for this product Further, inherent duplication of cost to the Government would be time and cost prohibiting. The Contractor shall provide a Gatan E785 CCD camera. 2. The Camera shall utilize a scientific grade CCD using lens-coupled technologies. 3. The Camera shall include a high resolution phosphor coating for the scintillator. 4. The Camera shall provide a minimum of 4000 pixels in the horizontal direction and 2600 pixels in the vertical direction. 5. The Camera shall permit frame acquisition rates of at least 12 fps at 4X binning over the full CCD area. 6. The Camera shall utilize a high resolution phosphor coating for the scintillator. 7. The Camera shall provide minimum pixel dimensions of 9?m x 9?m in physical size, (not effective size). 8. The Camera shall allow image acquisition at a minimum of 12-bits at 30MHz, with flexible sub-area-readout, and have x1, x2, x4, and x8 binning supported for faster image acquisition. 9. The Camera shall possess an active area of the CCD 850mm2 or larger. 10. The Camera shall include system installation and on-site training. 11. The Camera shall be compatible with an existing government-owned transmission electron microscope model JEOL 100CX. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. Concerns that respond to this synopsis shall furnish concise responses directed specifically to the requirements mentioned above and are invited to submit proposal and/or capability statements in an Original Plus Two (2) no later than ten (10) business days from the date of this announcement, August 31, 2006, due in COB Sept. 11, 2006. Written responses shall include complete description of services to be provided, containing sufficient technical information to permit agency analysis to establish bona fide capability to meet the stated requirements as listed above.
