Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement FA4861-06-Q-B024, is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The NAICS for this solicitation is 334519. The size standard for a small business under this NAICS code is 500 employees. This is unrestrictive. This is a commercial request for 1. a Tactical Meteorlogical Observation System for Pole Mast. Installation basic system with the following sensors and components: - Ultrasonic wind sensor with 6m cable and mast mount ? air temperature and relative hyumidity sensors with iradition shield ? Pressure sensor ? rain guage ? handheld terminal ? enclosure and mast mount on pole mast ? main power supply with surge arrestors ? battert charger w/7 112 VDC back up battery for MAWS data logger - Fixed line communicatiion module to TACLAP-PC ? 6 m pole mast in aviation colors, w/flight obstruction light and installatiin accessories incl winch, sensor cables and accessories and system documentation. 2. Communication Accessory Set, including fixed line communication module and power supply and cables and 3. Cellometer with cloud cover algorithm (5 layers), lens heaterbloer, tilt corrextion algorithm, cables pedestal and accessories. This equipment will be installed at Fort Irwin, California. A site visit may be arranged; however, a request for one must be in writing to Laurie Banks no later than 8 Se[te,ber 2006. This visit will have to be scheduled at the covience of the customer and will be offered on a one time bases only. Award Basis: Best Value. The following factors will be used to evaluate the offer: Technical Capability, Price, and delivery schedule. All contractors must be registered in the Central Contractor Registration (CCR) database to receive a DOD award or payment. Lack of registration in CCR will make an offeror ineligible for award.
