- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and the reference number is 6TC605. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005 12 and DFARS change notice 20060814. The Offeror must be an authorized dealer and must quote on an all or none basis. Written quotes are required (oral offers will not be accepted). Submission of quotes must be in accordance with FAR 52.212-1, Instructions to Offerors, Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror, whose offer is the best value and the most advantageous to the Government which is conforming to the solicitation. The contractor shall provide the necessary equipment and services to install a new closed circuit television security system in building 7357 at Lackland AFB, TX (see attached Statement of Work). STATEMENT OF WORK TRANSITION BARRACKS CCTV UPGRADE CLOSED CIRCUIT TELEVISION SYSTEM UPGRADE Contractor shall provide the necessary equipment and services to install a new closed circuit television security system in building 7357 on Lackland AFB, TX. 1. RUFF - IN: Contractor shall provide and install the required cable, conduit, and connection boxes. 2. TRIM: THE CAMERA EQUIPMENT: a. Contractor shall replace existing cameras, move camera locations and install new indoor fixed WDR dome cameras and outdoor fixed bullets with IR illuminators. b. In-Door ? Replace eight bullet?s with WDR dome cameras. c. Basement Hall ? Add one at the far end of the hall. d. Laundry Room ? Move to opposite wall and replace with dome camera. e. First Floor Stairwell ? one WDR dome in each. f. Outdoor ? Fixed cameras with IR installed on 16? wall mount focused parallel of the wall covering the windows. 3. HEAD END a. Contractor shall provide a 56? four post rack and the necessary parts. The rack shall house the digital video recorders, UPS, monitor, keyboard, and mouse. The cabinet includes a rack mount pull out keyboard drawer and extra shelves for miscellaneous storage. b. Contractor shall install a rack mount 24 Channel Digital Video Recorder (DVR) with Internal Digital Video Storage. The DVR?s will be programmed to record continuously and/or on-motion. The DVR?s will be secured with a user name and password. The video images from the cameras will be displayed on a 17? LCD Color Monitors. The DVR?s and necessary devices shall be plugged into UPS?s. c. The video image recording will be set to 2CIF for all cameras and record on motion with 30 days storage. The 2CIF image recording will provide better quality video than the standard 1CIF and is necessary because of the long distance being recorded to provide high quality video. d. Contractor shall install a rack mount UPS for battery backup of the DVR with Surge Protection, connect the outdoor cameras with the necessary coax cables between Surge Protection and DVR?s for video management. e. Contractor shall provide the necessary 24VDC rack mount Power Supply to power the cameras. 4. SECURITY OFFICES: Contractor shall install a large LCD Color Monitor and associated mounting hardware in the Security Office. 5. TESTING: Contractor shall test all devices to ensure proper manufacture function. Contractor will verify or correct if necessary, the position and focus for each camera to meet customer requirements. 6. TRAINING: Contractor shall provide two hours of User Training to enable the government to utilize the functionally of the new security system. 7. ASSET MANAGEMENT SYSTEM: Contractor to provide upon request Site360 a wed based application that provides online access our asset service information twenty-four hours a day, seven days a week for the following data: a. Provides Equipment Detail Information by Site and Location b. Place Online Service Requests c. Access Work Orders d. Track Warranty, Service, and Expense History e. Service Contract Details f. Generate Custom Reports g. Export Inventory Data This service is designed to help the customer save time and oversee service activities more efficiently by replacing service related paperwork with convenient, comprehensive electronic information. With a single login, the government will have access to all asset service information for all locations providing comprehensive asset management. 8. WARRANTY AND OPTIONS: Contractor shall provide on-site warranty service that includes parts and labor from the date of completion and acceptance for a period of three years. 9. UNINSTALL DEVICES AND STORE: Contractor shall remove installed devices and box for storage that the government may later reuse. 10. GOVERNMENT RESPONSIBILITIES: a. Shall provide access to inside and outside of the building for all work to be performed Monday ? Friday from 8:00AM to 5:00PM. b. Shall provide all necessary electrical outlets and electrical power. c. Cameras can only perform well when there is enough light. If there is not enough light to meet the requested requirements for any of the cameras, the Customer will be responsible for providing the additional lighting where necessary. d. Make available a person that is authorized to assist in testing all devices to ensure proper installation. e. Provide vehicle and personnel passes for the period of performance. f. Patch and paint when necessary. g. The current video and power cables are in good working condition.
