- This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued. THIS SOLICITATION WILL NOT RESULT IN AN ORDER AGAINST A FEDERAL SUPPLY SCHEDULE. ANY OFFER WHICH IS PREDICATED UPON THE AWARD BEING PLACED AGAINST AN FSS WILL NOT BE CONSIDERED. The purchase of the following in accordance with the attached Purchase Description/Specification 1 each - Pulse Analyzer Unit 1 each - Microwave Tuner Prices should be FOB Destination (Robins AFB GA 31098). Request delivery date is 30 days ARO. Commercial Items DFARS 252.212-7000 DFARS 252.211-7003 (Item Identification and Valuation). In accordance with Clause 52.212-2, the evaluation factors shall be price and price related factors. IAW FAR 52.212-3, Reps/Certs should be completed on-line at www.bpn.gov. Oral procedures will be used for this solicitation. Quotations may be faxed to 478-926-7549 or email sandra.kharan@robins.af.mil no later than 7 Sept 2006, 4:00 pm EST. Purchase Description/Specification For Microwave Tuner ? Pulse Analyzer 1.1 Design The Microwave Tuner and the Pulse Analyzer shall be compatible and be provided in an enclosure or rack that will provide power and a means of connecting to an external computer for data processing and storage. The necessary software to do data analysis will be provided with the analyzer. 1.2 Microwave Tuner Specifications 1.2.1 The Tuner will be capable of receiving RF between 0.5 and 18 GHz. 1.2.2 The Tuner output will provide at least two RF output ranges one at 1 GHz IF (500 MHz Bandwidth) and one at 160 MHz (85 MHz Bandwidth). 1.2.3 Input and output connectors will be either SMA or TNC. 1.2.4 Maximum CW input signal will be +15 dBm with no damage to the system. 1.2.5 Tuning shall be accomplished in less than 5 milliseconds. 1.2.6 LO Spurious Rejection minimum of -55 dBc 1.2.7 Tuning resolution 1 MHz at 1 GHz IF and 10 kHz at 160 MHz IF. 1.2.8 Tuner will be capable of working in laboratory conditions of between 10 and 40 degree C. 1.2.9 Shall be controlled with a slave interface either to the external computer or to the Pulse Analyzer. 1.2.10 Shall be EMI shielded to meet MIL-STD-461. 1.2.11 Shall have internal BITE capability. 1.3 Pulse Analyzer Specifications 1.3.1 Accepts 160 MHz and 1 GHz IF inputs. 1.3.2 Processes and Stores over 2 Million Pulse Descriptor Words (PDW?s) per sec. 1.3.3 Internal PDW recording of 1,000,000 words. 1.3.4 Connects to local and Network Disks for PDW storage. 1.3.5 SMA intermediate RF connector to Tuner. 1.3.6 Signal Amplitude Measurement +/- 3 dBm, Range +10 to -75dBm 1.3.7 Pulse Width Measurement +/- 20 ns, Range 100 ns to CW 1.3.8 Frequency Measurement at 1GHz IF a minimum of 500 kHz 1.3.9 Pulse Repetition Measurement 500 ns to 1 sec. 1.3.10 Shall have internal BITE capability. 1.4 Pulse Analysis Software Specifications 1.4.1 Shall be capable of running on a Windows 2000 or XP machine. 1.4.2 Shall be capable of displaying Amp, Freq, PW, PRI versus time or pulses. 1.4.3 Shall be capable of controlling the Tuner/Pulse Analyzer. 1.4.4 Shall be capable of automated operation. 1.4.5 Shall have built-in online help guide. 1.4.6 Shall have scan and beam width tools. 1.4.7 Shall have a pri deinterleaving tool, and pri calculation tool. 1.4.8 Shall have a comprehensive BITE diagnostics tool. 1.4.9 Shall be able to save collections to disk or reload previous collections for further analysis. 1.4.10 Zoom in/out on intrapulse and data analysis modes. 1.4.11 Statistical derivation of operator selected data. 1.5 Applications The microwave tuner and pulse analyzer shall be capable of measuring with great accuracy the output of RF simulators. They should be able to capture and analyze large amounts of pulse descriptor words at least 1,000,000 to give measurements of output stability for these simulators. They should also be able to capture and analyze RF data (given a proper antenna (not included in this purchase)) from flight line type testers. 1.6 Installation and Training On site connection of all hardware and software shall be straight forward. Technical support shall be available if needed. 1.7 Warranty Standard commercial warranty for items of this type, design, and model is acceptable. 1.8 Documentation Electronic format or paper covering wiring connection diagrams, operator instructions, and operator maintenance instructions shall be supplied with these devices. Software to be supplied on CD/DVD.
