Description
This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Refer to Request for Quotation F2V3036180A100. This procurement is 100% set-aside for small business. NAICS Code is 115112 and small business size standard is $6.5 million. This is a requirement, to include all equipment and labor; for the purpose of machine planting approximately 400,000 bare-root pine seedlings covering 468 noncontiguous acres at Avon Park Air Force Range, Florida (see attached Statement of Work). Planting machine will be adjustable so as to ensure uniform spacing between trees. Storage, handling and planting of seedlings will be performed in accordance with recognized Division of Florida Forestry standards. Prior to commencement of work, and no later than 30 September 2006, the service provider will submit a work plan to the Base Forester, Mr. Kurt Olsen. This work plan will be a one page summary of the recommended planting method to use for each planting site. All planting will take place during optimum growing season for local area or native seedlings. Acceptance of services shall be at the Avon Park Air Force Range, Florida. Mr. Kurt Olsen, or a designee appointed in writing by the contracting officer shall be the acceptor of services. The following clauses and provisions are incorporated and in effect through Federal Acquisition Circular 2005-10, applicable FAR and DFARS clauses are 52.212-1 (Addenda to paragraph (c) of this clause, offerors agree to hold prices firm for 90 calendar days from the date specified for receipt of offers.), 52.212-2, evaluation of offers shall be based upon price and past performance. The government anticipates adequate competition to determine price fair and reasonableness. Past performance evaluation will be based upon any knowledge of substandard performance by the government on any of the offerors, 52.212-4, 52.212-5 (which incorporated by reference FAR 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.232-33, 52.222-41, 52.222-42), 52.232-18, 252,212-7000, 252.212-7001 (which incorporates by reference FAR 52.203-3, DFARS 252.225-7001 (which incorporates by reference FAR 52.203-3, DFARS 252.225-7001, 252.232-7003, 252.247-7023 Alt III), and AFFARS 5352.201-9101, the Ombudsman for HQs AMC is Mr Michael Jackson, michael.r.jackson@scott.af.mil , phone number 618-229-0267. Offers are due 31 August 2006, 2:00 PM EST, send by e-mail to Vincent.Pitts@macdill.af.mil. Statement of Work (SOW) Tree Planting on the Avon Park Air Force Range 1. Description of Services: The contractor shall furnish all labor and equipment to develop a work plan and machine plant approximately 400,000 bare-root pine seedlings on approximately 468 acres at the Avon Park Air Force Range, Florida. Planting machine will be adjustable so as to ensure uniform spacing between trees. Maps showing general location and access routes will be provided upon request. 1.1. The work plan shall be a one page summary of the recommended planting method to use for each site and will be submitted NLT 14 calendar days after contract award. 1.2. All seedlings will be planted on old beds of previously bedded sites or between the stump rows on unbedded sites. The contractor shall plant approximately 850 seedlings per acre or as designated by the Base Forester. 1.3. Proper storage, handling and planting of seedlings will follow industry standards or according to guidelines set forth by the Base Forester. 1.4. All pine seedlings shall be planted between 15 Dec 2006 and 31 January 2007. Some leeway regarding these dates may be allowed, if approved by the Base Forester 1.5. The Base Forester will designate the working order of the areas to be planted. The Forester will inspect and approve all planted areas before the contractor moves to a new location. 2. General Information: 2.1. All environmentally sensitive areas shall be avoided by all of the contractor's operations. The Base Forester will identify the boundaries of these sensitive areas prior to initiation of work. 2.2. Trash and refuse resulting from the contractor's operations shall be removed and disposed of daily by the contractor. 2.3. The contractor is cautioned that unexploded ordnance and unburned flares may exist within the contract areas. The contractor shall assume full responsibility for such property and shall discharge the Government from any and all damages directly and indirectly resulting from such property. The contractor also agrees to hold the Government harmless from any and all claims arising therefore or incident thereto. When found, these objects shall not be tampered with or removed. The contractor shall immediately report these findings to the Base Forester so proper identification and disposal can be made by the Government. Prior to commencement of work, all contract employees must attend an explosive ordnance disposal briefing. 2.4. All equipment, supplies, etc., belonging to or used by the contractor or subcontractor shall be removed from the Avon Park Air Force Range within 10 days after completion of work. 2.5. To prove his ability to perform such services, the contractor may be required to submit three references from previous similar work. END OF STATEMENT OF WORK
