Description
VTC Upgrade-Combined Synopsis & Solicitation W9124A-06-R-9001 The Army Contracting Agency ITEC4-West, Directorate of Contracting located at Fort Huachuca, Arizona is issuing a Request for Proposal for a Firm Fixed Price (FFP) contract for removal and replacement of three existing Visual Information Systems and associ ated equipment to meet new mission requirements. The systems are currently located in three of the USAISEC conference rooms located at Fort Huachuca. They are the Command Conference Room (Building 61801 RM 3325), the S&I Conference Room (Building 52204 RM 120), and the main conference room in CMET1 (Building 53301 RM 215). This is a FAR Part 12 combined synopsis and solicitation for a commercial acquisition, upgrade and remodel, with work will start immediately upon award due to mission requirements. The period of performance for materials acquisition and construction is 60 days after contract award. This project is 100% small business set aside. Source selection procedures in accordance with FAR Part 15.3 and DFARS Part 215.3 shall be utilized. Evaluation criteria are as follows: Project Experience/Approach and Past Performance are equal and when comb ined are significantly more important than price. As a result of this solicitation, the Government intends to award a FFP contract to the small business that offers the best value to the Government. Award will be made to the offeror whose proposal is responsive and conforming to the RFP, and is determined to be the most advantageous to the Government in terms of Project Experience/Approach, Performance Risk, Price and other factors considered. The Government intends to award the contract without conducting discussions; therefore, the Offeror's initial proposal shall contain its best terms from a cost or price and technical standpoint. The Government intends to issue this solicitation and any ame ndments and the plans and specs through the use of the Internet only. No additional media will be provided unless the Government determines that it is necessary. It is the contractor's responsibility to check the website daily for any posted changes to this solicitation. U.S. Army Contracting Agency, ITEC4-West Directorate of Contracting VTC Upgrade-Combined Synopsis & Solicitation Statement of Work (SOW) For Purchase and Installation of VTC for USAISEC Command Conference Room, S&I Directorate , and the Main Conference room in CMET1 I. Background The Army Contracting Agency ITEC4-West, Directorate of Contracting located at Fort Huachuca, Arizona has a requirement to upgrade and remodel the US Army USAISEC conference rooms located at Ft. Huachuca, AZ. The conference rooms are used to communicate wit h higher headquarters, East Coast Directorates, as well with personnel in other theatres supporting the war on terror. II. Objectives The Army Contracting Agency ITEC4-West requests the removal and replacement of three existing Visual Information Systems and associated equipment (Command Conference Room (Building 61801 Rm 3325), S&I Conference Room (Building 52204 RM 120), and the Main C onference Room in CMET1 (building 53301 RM 215) to meet new mission requirements. III. Scope of Work The scope of work includes all items outlined in Section 4 of this SOW and will encompass three of the USAIS EC Conference Rooms located on Ft. Huachuca, AZ. IV. Description of Tasks 1 The contractor shall procure, track, ship, store, and inventory visual information system materials IAW a government furnished Bill of Materials (BOM) provided for the project. a. Procure all equipment as outlined in the government furnished Bill of Materials. b. Provide the Government with a detailed listing of all equipment procured to include, but not limited to, quantities, serial numbers, and cost. c. Deliver all procured equipment to the job site at time of installation. 2 The contractor shall install, test, and verify visual information systems IAW the government furnished Engineering Installation Package (EIP), and under the oversight of designated government (ESED & MSD) personnel. a. Install Visual Information Systems and associated equipment to include, but not limited to, cameras, ceiling and/or wall-mounted speakers, projectors, projection screens, wall panels, and microphones IAW government provided EIP. b. Install and populate equipment racks IAW government provided EIP. c. Wire all equipment IAW government provided EIP and all applicable equipment manufacturer specifications. Cables may need to be custom built. All connectors shall be wired IAW equipment manufacturer specifications. d. Install three ISDN Lines in Building 52204. e. Provide qualified personnel, when necessary, to accomplish facility modifications required too support Visual Information upgrades/enhancements. f. Install 25 Acoustic First Impaling Clip Mounted Sonora Wall Panels in Building 53301. g. Red-line the Governments EIP drawings to reflect the as built configuration for all installation performed by the contractor. h. Perform on-site cable continuity testing for all custom built cabling. i. Program the Audio/Video Control System (AMX), to include touch panel design and control of all A/V equipment and provide the AMX Code used during installation, subject to government engineering oversite. 3 The contractor after having fully tested and having demonstrated functionality of new VTC to USAISEC designated Contracting Officer Representative (COR)/Technical Point of Contact (TPOC), shall de-activate, remove, and relocate previous system to buildin g 80811 (USAISEC S4). 4 The contractor shall provide the Government within ten days of final inspection, two or three year warranty documentation and origianl equipment manuals for all major components as outlined in the BOM (Attachment C). 5 The contractor shall adjust orientation of existing rear-projection screen (rotate 180 degrees on the vertical axis). V. Deliverables The contractor shall submit the following to the government Technical Point of Contact (TPOC) with a submittal form: 1 Contractors Schedule and Installation Plan. Additionally, a copy will be provided to the COR. 2 Detailed procured equipment list to include, but not limited to, quantities, serial numbers. 3 Provide the AMX Code for the systems they code and install. 4 Provide technical oversite and validation of government lead AMX coding on the AMX system installed in building 53301. 5 Technical Meetings. The government or the contractor may convene technical meetings as required. 6 Warranty Estimates. The contractor shall provide the government with documentation outlining two or three year warranty estimates. VI. Period of performance This is a firm fixed price contract. Work is to commence this fiscal year with as early a completion date as possible due to mission requirements. The following also apply: 1 Normal working hours (0700 to 1600) are to be used during the completion of this task. 2 Materials acquisition and construction period to be from contract award to 60 days after contract award. VII. Constraints Due to the complexity of our system design, the equipment required, and the advanced control system technology weve chosen, it is requested that only AMX Certified partners or AMX Professional Services Group (PSG) partners be selected to complete this project. Installation of new visual information system must not interfere with the current operations and capabilities of the USAISEC Command Conference Room until such point as the n ew system is ready to be deployed. Coordination with the COR is required. VIII. Client Responsibility USAISEC will provide an Engineering Installation Package for the Command Conference Room (Building 61801) consisting of engineering drawings (Attachment 4) outlining the proposed system design as well as a bill of materials (Attachment 3) for all three loc ations detailing the equipment and supplies necessary to complete all installations. Attachment 3 lists suggested vendors and materials for this upgrade. All proposed items must be brand name or equal. USAISEC (ESED & MSD Government employees) will also pr ovide technical oversight for the system installations in all three locations. IX. Contractors Responsibility Be AMX Certified or produce recognition as an AMX Professional Service Group Partner. The contractor shall be responsible for completing all work in this SOW. X.
