- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05 dated 27 July 05. The associated NAICS code is 813110. Director, Chapel Youth Activities for Youth Religous Activities Services 1. General. The Youth of the Chapel Program falls under the Installation Chaplains Program as defined in the Command Master Religious Program. The mission of the Chaplains progr am is to provide for religious support needs, to include religious based youth study and outreach programs, of all assigned soldiers, civilians, and family members (see AR 165-1). The YOC program is a basic religious education program. The primary goal o f the YOC program is to provide basic religious understanding of life events through fellowship activities, youth meetings and events. Persons providing Youth Religious Activities services are professionally trained specialists in youth activities. The p ersons providing the services of this contract either as an individual non personal services contractors or as an employee of a vendor contracting to provide such services are neither members of the Installation Chaplains Office Staff nor employees of the Government. 2. Scope of Work. The purpose of the Youth Religious Activities services non personal services contract is to provide appropriate opportunities for middle school and senior high school students to develop a spiritually based framework for da ily living. Youth Religious Activities services are specifically non-denominational in scope and must accommodate the free exercise needs of all participants. The need for specialized Youth Religious Activities is outlined in AR 165-1. Agencies providin g specialized, professional Youth Religious Activities will provide weekly youth meetings for middle and senior high youth. The contractor shall perform promotional endeavors and advertising campaigns; maintain adequate records of functions, attendance, an d materials needed; project the timely supply of needed material and classroom supplies for study events and/or youth meetings; conduct volunteer training and youth leader development classes; and answer community inquiries regarding the youth of the chape l activities and outreach programs. 3. Location of Youth Activities and or Events. The contractor will have access to the chapel facilities of the installation and any other facilities on the installation as determined by the commander, which are suitabl e for conducting youth religious activity meetings and or events. The contractor will be responsible for reserving space as needed. Arrangements for facility use after normal duty hours or at times other than when weekly religious services are held will be the sole responsibility of the contractor. If facilities other than chapels or chapel annexes are required, the contractor will be responsible for making all arrangements in advance. 4. Hours. Generally, Youth Religious Activity meetings and events wi ll be provided during hours that encourage maximum youth participation. These would normally be evening and weekend hours. The contractor may be required to provide services on legal federal, state, and local holidays. 5. Contractor shall provide the fo llowing specific tasks: Item Description and Quantity for Firm Fixed Price Clin0001: Youth Group Meetings. This line item includes: Plan, coordinate and conduct group meetings, normally of one hour in duration and accommodate groups of three or more, for middle and senior groups focusing on spiritual, ethical, and moral lifestyle. Provide for Catholic and Collective Protestant requirements. Apply a needs as sessment survey to scope the meetings; Qty 96 Each _____. Clin0002: Special Events. This line item includes: Plan, coordinate and conduct special events, which may consist of community service projects and other similar activities, monthly for each middl e and senior high group, which focus on team building. Special events will normally consist of activities involving ten or more youth within the community and be of at least one 8 hour workday in duration. A special event such as a community service proje ct may be conducted over several days. Administer a needs assessment survey to scope or determine the activities to meet the needs of the target demographic and the attendees. Submit After Action Reports to the Installation Chapel POC within one week of c ompletion of the special events; Qty 24 Each_____. Clin0003: 5-Day Camps. This line item includes: Plan, coordinate and conduct one 5-day camp for each middle and senior high group. Prepare and submit a program plan that includes camp dates and locations , schedule of activities and study topics, objectives, method of evaluating program, funding requirements, facility needs, and volunteer requirements. Camp shall supplement the Installation Youth of the Chapel program and shall not include camps or retrea ts sponsored by any other institution or organization. This line item includes: Plan, coordinate and conduct retreats and/or one over-night lock-in for middle and senior high groups. This line item includes: Provide quarterly reports on the number and type of youth events, attendance at each event, completed events, lis t of events planned for next 90 days, publicity plan for programs, number and type of training events conducted, and training attendance; Qty 4 Each_____. 6. Contractor shall accomplish the following implied tasks in conjunction with youth meetings, spec ial events, retreats, and camps. The following requirements are common expectations for all deliverable end-services under this contract. a. Market and advertise the programs, events, and activities to include camera ready copy to the Installation Chapla in's office for advertising and promoting youth activities by use of chapel bulletins, the post bulletin, bulletin boards, flyers, the community newspaper, and any other appropriate media. b. In accordance with AR 165-1 and directives from the FORSCOM Cha plains Office, the Contractor shall be responsible for maintaining records and files incident to the services provided in this contract. Files must be maintained in a secured area and are the property of the U.S. Government. c. Be present in the communi ty school and other sports facilities using participation in various sports activities as an opportunity for acquaintance, meaningful verbal interaction, and to inform the students of club, chapel and other youth activities in the community. d. Conduct a ministry of presence, making contacts with youth in the community by attending school, sport, social, and community activities where youth are expected to be present. 7. Qualifications. Individuals providing youth ministry or employees of a contractor p roviding such services must have training in Youth Religious Activities as evidenced by: a. A Bachelors Degree in the area of youth ministry, or any other ministry field from an accredited university or Any degree from an accredited university with two y ears of work experience (paid or volunteer) as a Youth Minister, Bible School teacher, Sunday School Superintendent, Director of Religious Education, Christian School teacher or related field. b. Contractor and or the contractor's employees shall possess the ability to communicate effectively with chaplains, volunteers, and government representatives in English orally and in written format (i.e. advertising and marketing, instructions, invoices, etc.). Ability to speak English clearly and excellent comprehension is essential. c. Contractor and or contractors employees shall have the ability to interact, support, and encourage effectively with individuals from different religious groups through religious pluralism concepts. d. Contractor should be able to articulate the application of the 1st Amendment of the Constitution of the United States of American pertaining to the freedom of religious expression in a military environment. e. Background check: According to DA Circular 690-95, AR 215-3 and AR 608-10, before any contractor or any contractor employees begin classes, all persons working in direct contact with children under the age of 18 must submit to a background check to ensure such individuals have had no allegations of improper behavior involving child abuse or drug use. The contractor shall supply all necessary information to complete the background check(s) to the Civilian Personnel Office, Buil ding 577, Fort Irwin, CA 92310, for every person to perform under this contract. The contractor or any contractor employee shall not instruct any classes without line of sight supervision by an Installation Chaplains representative until satisfactory r esults of said background check have been received. 8. Appearance. The contractor shall present a well-groomed appearance at all times during the performance of this contract. 9. Disclosure of Information. The very fact that individuals are seeking ass istance with family and or personnel issues is at minimum sensitive information. Complete confidentiality is paramount. The sharing of information about individuals or families seeking counseling assistance from chaplains with persons other than the POC for this contract or the chaplain involved is strictly prohibited. Disclosure of sensitive information regarding chaplain counseling appointments and individuals involved may result in immediate termination of the contract. 10. Support: a. Contractor sha ll be authorized, on a space available basis, use of government telephone (with commercial access) for local and long distance calls to maintain contact with volunteers in the program. No reimbursement for calls placed in the conduct of business is author ized. b. A photocopy machine at the chapel will be made available for use by the Contractor to fulfill contract requirements on a space available basis. c. Request for Government provided audiovisual training aids must be submitted three weeks prior to t he date for which they are needed to the Installation Chapel Point of Contact. No reimbursement will be made for training aids purchased and used by the contractor. d. The Government will provide to the contractor all curriculum materials for youth Bible studies, chairs, tables, blackboards, video set-ups, and overhead projectors for all youth events, classes, or activities. Materials such as craft supplies, paper, markers, flip charts, and pens will be supplied as available. e. The Government will provi de adequate deskwork area on a space available basis for use by contractor to meet the requirements of this contract. f. The Contractor shall be responsible for safeguarding all government supplies and property. g. The contractor or employees of the cont ractor may be authorized specific and limited logistical support. 11. Contractor Furnished Property. Contractor shall provide his/her own transportation and all necessary equipment to fulfill this contract except as stated elsewhere in this contract. 1 2. Physical Security. The Contractor shall establish and implement methods to ensure the physical security of all U.S. Government property and facilities under their control IAW facility, and Installation SOPs. Locking of external doors and windows is n ecessary when leaving the facility. Internal doors will be locked to protect Government property. Access to office areas, especially those with telephones and automation equipment must be closely monitored and limited. 13. Safety. The Contractor shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and the U.S. Government property from d amage. 14. Restrictions. Government property made available under this contract is only for use in the performance of services described in this contract. 15. Disclaimer. The government will not be responsible in any way for damage to the contractor s supplies, materials, equipment, or to personal property as a result of fire, theft, accident, natural disaster, or other events. 16. Liability. For the purpose of this contract, the Contractor is considered an independent contractor and not as an agen t of the U.S. Government. During performance of services, the Contractor shall be liable and will indemnify and hold harmless the Government, its agents and employees against all actions or claims for damages to persons or property, including death arisin g from fault, negligence, wrongful act, or wrongful omission of the Contractor, his agents or employees utilized in the provision of services. 17. Compensation. The contractor will be paid upon satisfactory completion of the services contained in by the SOW and upon presentation of invoice IAW terms of this contract. The Contractor is authorized partial payments on a monthly basis. By intent, this contract is a non-personal services contract and does not create an employer-employee relationship. There are no provisions for lodging or employee benefits of medical care, retirement, or workers compensation. The contractor is responsible for his/her own tax liabilities. Payments made under this contract are not subject to Federal Income Tax withholding. 18. Subcontracting: Contractor may provide a qualified substitute for a period of time if approved by the Contracting Officer. However, in such case, the substitute shall have no claim whatsoever against the Government for services rendered and the pri ce to be paid the substitute shall be a matter entirely between the Contractor and the substitute. Additionally, any substitutes must be approved by the Government. Requested Period of Performance: 1 OCT 2006 to 30 SEPT-2009. Delivery and acceptance point is: Fort Irwin, CA 92310.
