Description

This is a notice of intent to negotiate with the Bell ? Boeing Joint Program Office on an other than full and open competitive basis for the Non Recurring Engineering (NRE) associated with the Prop Rotor Hub Build-Up for MV-22 and CV-22 aircraft. The NRE shall include the effectivity of D0110 and subsequent, as well as D1016 and subsequent. This effort shall be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Bell-Boeing, the original aircraft manufacturer and sole producer of the V-22 aircraft, is the only source possessing sufficient requisite system knowledge, engineering expertise, aircraft integration information, and technical data needed to perform these retrofit efforts.
