Description
The Space and Naval Warfare (SPAWAR) Communications Systems Department, Code 50, requires a broad spectrum of specific high technology support for urgent priority initiatives promulgated by Department of Defense (DOD) directives, the Chief of Naval Operations, Fleet Operational Commands, and various non-DOD organizations. SPAWAR Code 50 provides engineering, technical, and programmatic services for a myriad of programs. As a full spectrum solution provider, it is necessary to provide for evolutionary integration of numerous new and existing shore-based and mobile systems supporting multiple warfighting, manpower, and logistics missions. These services include communication system support and enhancement, software engineering, communications resource utilization optimization, communications infrastructure modernization, sensor and communications system integration, and commercial and military technology support. This support is provided to a variety of organizations that require highly specialized support capabilities residing in an advanced technology and innovative industrial organization that is independent of platform and major weapon system developers. The majority of these initiatives form some part of the Defense Information Infrastructure (DII) in support of the overall Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) and Joint Vision 2010. Some of the present programs of the Communication Systems Department are as follows: Navy Modular Automated Communications System II/Single Messaging Solution (NAVMACS II/SMS); Defense Message System (DMS); Automated Digital Network System (ADNS); Joint Worldwide Intelligence Communications System (JWICS); Joint Tactical Radio System (JTRS); Joint Network Management System (JNMS); Justice Consolidated Office Network ???TS (JCON-TS); WEB Enabled Navy; Digital Modular Radio (DMR); Single Channel Ground and Airborne Radio System (SINCGARS); UHF DAMA; Integrated Broadcast System (IBS); Global Broadcast Service (GBS). Tasks will specify efforts in one or more of the following technical support areas: Technical program management, analysis, modeling and simulation, electronic engineering including specialized areas such as hardware and software engineering, configuration management, quality assurance, systems engineering, security engineering, integration and test, prototype development, logistics, life cycle support, training, operation and maintenance, field support, and hardware/software specification and acquisition. This procurement includes work previously completed under contracts N65236- 02-D-5840 with Centurum, Inc. and N65236-03-D-5853 with Scientific Research Corporation. SPAWAR Systems Center Charleston intends to issue a full and open competitive solicitation. An indefinite-delivery, indefinite-quantity cost- plus-incentive-fee with award term type contract is anticipated with a base period of one year, four one-year option periods, and two one-year award term periods.
