- NASA/GRC has a requirement for the upgrade of Instron test frames to include hardware accessories for model series 8500 and 8560 as follows: 1. 1 job of upgrade for Instron 8562/H0603; 2. 1 job of upgrade for Instron 8562/HO767; 3. 1 job of upgrade for Instron 8502/11184D; 4. 1 job of frame upgrade for 8501; 5. 1 job of frame upgrade for 8562; 6. 1 job of frame upgrade for 8562, serial # HO714; 7. 1 ea. Model 5500 Sensor Card 2210-860; 8. 1 ea. LVDT Deflection Sensor 2601-092l; 9. 1 ea. LVDT Deflection Sensor 2601-093; 10. 1 ea. Compression Anvil 6in 2501-071; 11. 1 ea. Rigid coupling 8005-061; 12. 1 ea. Rigid coupling 2501-093; 13. 1 ea. Tension coupling Type Om 2501-094 to Cf; 14. 1 ea. Compression Anvil 2in 2501-089; 15. 2 ea. LVDT Magnetic Holder cat 2601-061; 16. 2 ea. LVDT Platen Holder catalog 2601-071; 17. 1 ea. Female adapter catalog 8000-102. NASA/GRC intends to purchase the items from Instron Corporation, 825 University Avenue, Norwood, MA 02062-2643. Lack of competition is because the above units must be compatible with existing frames that were previously upgraded. The hardware and accessories, used with the above test frames, are proprietary to Instron Corporation and must also be compatible with the existing Instron equipment. Instron Corporation is the sole supplier of upgrade components, parts and accessories for their proprietary equipment. The Government intends to acquire commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 14 September 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
