Description
The National Cancer Institute (NCI) Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis, services to obtain data on06CMG (06-Carboxymethyl Guanine) concentrations in DNA samples from epidemiologic studies of GI cancer with the Open University, Milton Keynes, United Kingdom. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 541380 and the business size standard is $11M. The current acquisition is based on the need to generate data on 06-Carboxymethyl Guanine (06CMG) adduct concentrations in human DNA samples. The 06CMG-DNA adduct was discovered and described by researchers at The Open University. Open University characterized the chemical entity and created an immuno-reagent that can be used to measure the concentration of the adduct in DNA samples. The Open University is the only source known to the NCI that can measure the 06CMG adduct. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on September 18, 2006. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. No faxed or emailed capability statements will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
