- The National Institutes of Health (NIH) intends to negotiate on a sole source basis with Rose Li and Associates Inc., 6202 Melvern Drive Bethesda, MD 20817 for a continuation of the services being provided for the National Institute on Aging (NIA). Dr Li is the only known source capable of providing the required services because of her involvement in this project over the past months. In addition Dr Li has experience particularly in scientific program management of research in the areas of demography, economics, and population epidemiology; survey data collection and dissemination. Further, inherent duplication of cost to the Government would be time and cost prohibiting. The Contractor shall perform contract management duties which shall include but not be limited to the following: Responding to routine queries about contract progress. Deliverables and spending. Acting as a liaison with relevant parties to ensure that work completed is of high quality, on time, and within budget. 2. The Contractor shall perform Executive Secretariat Services which shall include but not be limited to the following: Poll Data Monitoring Committee (DMC) members, National Institute on Aging (NIA) staff, Health and Retirement Study (HRS) staff, and other relevant parties about possible dates for DMC meetings. Coordinate with the NIA Program Officer and the HRS Monitoring Committee Chairperson to develop, revise, and disseminate meetings agendas and background materials to members and meeting participants. Attend meetings and prepare a draft version of the meeting summary within two weeks of the meeting date. Reports shall be submitted in electronic format. Interact with HRS staff and Monitoring Committee members to obtain and ensure the provision of accurate and timely information. Follow up on action items and provide progress reports on status of action items for distribution at subsequent committee meetings as requested. 3. The Contractor shall assist with meeting planning and teleconference coordination. 4. The Contractor shall have a thorough understanding of NIH policies and procedures, the ability to rapidly adapt its technical approach to changing requirements, and demonstrated ability to meet fast turn around deadlines. 5. The Contractor shall demonstrate the ability to gather, analyze, and synthesize scientific information and statistical data, and generate reports there from, and demonstrate skill in organizing resources and establishing priorities. 6. The Contractor shall have the knowledge and understanding of meeting and event planning principles, requirements, procedures, and available resources. 7. The Contractor shall work closely with Behavioral and Social Research (BSR)/NIA program staff to evaluate program/event histories, budget considerations and planning committee recommendations. 8. The Contractor shall assist BSR/NIA program staff in the development of meeting programs and program plans and in coordination of complex administrative assignments and special projects. 9. The Contractor shall provide a draft meeting summary after workshops/meetings, and shall subsequently create a final meeting summary, both hard copy and electronic versions, with input from designated NIA staff. 10. The Contractor shall correspond with speakers, confirming their presentation time and location and their audio-visual requirements. 11. The Contractor shall participate in the planning and establishment of goals and objectives for meetings, conferences, and/or events, with respect to budgets, speakers, facilities, technology, equipment, logistical requirements, and other related issues. 12. The Contractor shall provide onsite management, completion of attendance rosters, menu planning, miscellaneous meeting-related duties as assigned, and meeting close-out procedures. 13. The Contractor shall process expense reimbursement vouchers and arrange for payment of honoraria, including gathering and reviewing submissions from participants. 14. The Period of Performance shall be from September 1, 2006 to August 31, 2007. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. Concerns that respond to this synopsis shall furnish concise responses directed specifically to the requirements mentioned above and are invited to submit proposal and/or capability statements in an Original Plus Two (2) no later than ten (10) business days from the date of this announcement, September 01, 2006, due in COB Sept. 12, 2006. Written responses shall include complete description of services to be provided, containing sufficient technical information to permit agency analysis to establish bona fide capability to meet the stated requirements as listed above.
