Description
The Department of Homeland Security intends to enter into negotiations on a sole source basis with the Massachusetts Institute of Technology (MIT), Media Laboratory, 20 Ames Street, Room E15-305C, Cambridge, MA 02139. The requirement will be a Firm Fixed Price (FFP) contract for a base year with two one-year options. The MIT Media Laboratory established the Simplicity Consortium, a unique conglomeration of academic, public, and private entities united to explore emerging concepts through basic research and development. Consortium members include academic institutions, government agencies, as well as private corporations seeking collaborative solutions to information management problems. The diverse membership enables the development of more robust and holistic solutions. Throughout the course of the contract, the Simplicity Consortium shall produce various deliverables including reports, software algorithms, and other technical data. As a consortium member, DHS shall receive licensing rights, without fees, for all intellectual property created at the MIT Media Lab. The proposed contractual action is for supplies/services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested sources may identify their interest and capability to respond to the requirement in accordance with Numbered Note 22. Numbered Note 22 applies except all responses to this sole source announcement must be received within 7 days (in lieu of 45 days) from the date of this announcement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than September 8, 2006, 4 p.m. EST.
