- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is DTOS59-07-R-INT and it is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect in accordance with the FAR. The acquisition will be processed as a full and open competition. The solicitation is to provide sign language interpreting services for the Department of Transportation (DOT) employees with disabilities, as needed. DOT employees are located in the metro Washington, DC area and five other metro regions throughout the continental United States (Renton, WA; Ft. Worth, TX; Atlantic City, NJ; Chicago, IL, and Kansas City, MO). The Government reserves the right to issue multiple awards based on the service areas. The anticipated period of performance is a base period from October 1, 2006 through September 30, 2007 with four one-year option periods. To request a copy of the Statement of Work (SOW) send an electronic request to pleshette.brown@dot.gov. The provision at FAR 52.212-1, Instructions to Offerors -Commercial Items, and FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The evaluation factors to be used are 1) past performance and 2) management approach (equal order of importance) and price. The technical factors, when combined, are of more importance than price. Offerors shall have its Representations and Certifications available under Oracle. If you have not posted this information you may do so under https://orca.bpn.gov/. Representations and Certifications must be available at time of closing. The clause at FAR 52.212-4, Contract Terms and Conditions, applies to this acquisition with 52.217-9 addended. The clause at FAR 52.215-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition with the following clauses applicable: 52.203-6, 52.203-10, 52.219-8, 52.219-14, 52.222-26, 52.222-35, 52.222-36. 52.222-37, 52.222-41 and 52.222-42. Offerors shall submit a brief (not to exceed 15 pages) proposal addressing the technical factors (past performance and management approach) as well as a price proposal (i.e., pricing information is not counted against the 15 page limit). Resumes do not count against the 15 page limit but shall not exceed two (2) pages each. The quote should include the vendor's Tax Identification Number, DUNs number, and CCR registration status. Questions regarding this RFQ are due no later than 12:00 Noon, Eastern Standard Time, on September 6, 2006. Quotations are due by 2:00 P.M., Eastern Standard Time on September 18, 2006. Both questions and quotations shall be sent electronically to pleshette.brown@dot.gov. Facsimile Transmissions are not acceptable.
