Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Army Tank-automotive and Armaments Command- Picatinny Arsenal TACOM-Picatinny), Picatinny Center for Contracting and Commerce (PC3) in support of the Armament, Research, Development, and Engineering Center (ARDEC) intends to solicit, negotiate, and award on a sole- source basis to Pandora Technologies, LLC for 3 VHF transmitter units (1 ???dog- tag??? configuration, 1 ???sewn-in patch???, and 1 ???ID card??? configuration). Pandora Technologies LLC is the only company currently with a high technical readiness level that will result in an available product for purchase at this time, furthermore no other company has technology similar to Pandora Technologies LLC VHF covert emergency search/recovery transmitter. The transmitter is a small, rechargeable, VHF beacon that can be incorporated into a multitude of different packages. The transmitters can be activated by a push button in the event of separation or kidnapping and would immediately begin sending a VHF signal, which is non-audible, and would be tracked by using a hand held receiver and directional antenna. Range for the transmitter is approximately 1-8km (terrain and environmental considerations dependant) with considerable gain (10-20km) accomplished by incorporating an aerial platform to increase line of sight signal transmission. Battery life is approximately seven (7) days and is rechargeable in the event of accidental activation. The Pandora VHF search and rescue transmitters will be available for demonstration approximately sixty (60) days after contract award. The Solicitation number W15QKN-06-T-0202 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-12, Effective 04 Aug 2006 and class deviation 2005-e0001, and DFARS DCN 20060814 edition. The requirements will be fulfilled using the simplified acquisition procedures, part 13 of the FAR, and the test program authorized in FAR subpart 13.5, to the maximum extend possible. FOB is Mr. Rich Granitzki, Picatinny Arsenal, Building 95, Picatinny Arsenal, NJ 07806. Delivery is to be within sixty (60) days after contract award. The following provisions apply to this acquisition: Offerors must include brochures and literature showing their ability to meet all of the Government requirements along with their quotation. Offerors must include copies of commercial price lists indicating the price offered in response to this RFQ. Offerers must also include a completed copy of the provision at 52.212-3, Offeror Representations and Certification-Commercial Items, with its offer. A firm fixed price award will be made to the technically acceptable lowest price offeror. Commercial warranty requirements apply to this acquisition that is consistent with customary commercial practices.
