Description
This is a combined synopsis/solicitation for commercial items in accordance with the format FAR Subpart 12.6 Stearmlined Procedures for Evaluation and Solicitation for Commerical Items, as supplemented with additonal information included in this notice. This announcement constitutes the only solicitation; firm-fixed price proposals are being requested and a written solicitation will not be issued. The solicitation number is LC06-CRS20060280 and issued a a Request for Quotation (RFQ). The Government reservices the right to make an award on the initial quote without discussion on this procurement.C1. Background Facility Services (FACS) is responsible for planning and designing current and future space needs for the Library of Congress (LOC or Library). FACS also develops and implements Library policy governing the structural, mechanical and custodial care of Library buildings. Presently, FACS is responsible for maintaining and managing the buildings on the LOC Capitol Hill Campus which is comprised of The James Madison Memorial Building (1,900,000 SF), The John Adams Building (760,000 SF), and The Thomas Jefferson Building (660,000 SF), as well as other buildings in the metropolitan area. Facility Design and Construction (FD&C), as a unit of FACS performs the space planning, interior design and furnishing of all Library facilities, and supports other agency Space Specialists in the design, planning, installation, and management of projects. Additionally, construction management is executed in conjunction with the Architect of the Capitol (AOC). Projects managed by FD&C range in scope from the design of a secured collections storage facility to the refurbishing of a reading room to the renovation of a training center. The Congressional Research Service (CRS), housed in the Library?s James Madison Building, is planning significant renovation within their current workspace, and has allocated approximately 6000 SF within suites LM 222 & LM 214 for installation of a Collaborative Work Center, in support of CRS business need for flexible meeting and work spaces for large groups. Preparation of Offers: Responses to this solicitation must submit in two separate volumes. Volume 1: Technical Proposa and Volume II: Price Proposal. All offerors are required to submit their price on Attachment 1. Proposals must be submitted electronically (via email to adoz@loc.gov and in hard copy to: Arneen Dozier, Contract & Grants Management, 101 Independence Ave, SE - LA 325, Washington, EC 20540, must be one originial and two copies. Site Visit will be schedule for September 12, 2006 between the hours of 9:00am up to 5:00pm. Allconfirmation of time mut be sent via email. After the site visit proposal are due September 15, 2006 at 2:00pm. Proposal received after the due date will not be accepted. This is a full and open competitive procurement. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-07 dated February 2, 2006. Any question regarding this solicitation must be submitted in writing to Arneen Dozier via email. The cut off date for questions is September 13, 2006. The Library reserves the right to award without discussions. All responsible sources may submit a proposal that will be considered by the Library.
