Description

The Social Security Administration has a requirement for new only toner cartridges for Panasonic fax machines model UF 890 (Panasonic fax cartridge UG5520), and for models UF 770, UF 880 and UF 885 (Panasonic fax cartridge UG 3313). This is a combined synopsis/solicitation for commercial items (as defined by FAR 2.101) prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested; however, a written request for offers will not be issued. This acquisition is subject to FAR Subpart 13.5, regarding the application of simplified acquisition procedures. This is a 100% small business set-aside, issued as Request for Quotation Number SSA-RFQ-06-1846. FAR 52.219-6 applies to this RFQ. Quotations submitted from other than small business sources will be rejected. The small business size standard is 500 employees. The North American Industry Classification System (NAICS) code for this acquisition is 334290. REQUIREMENTS/ SPECIFICATIONS: Provide the following: new only toner cartridges for Panasonic fax machines model UF 890 (Panasonic fax cartridge UG5520) Quantity: 190, and for Panasonic fax machines models UF 770, UF 880 and UF 885 (Panasonic fax cartridge UG 3313) Quantity: 235. New cartridges are full cartridges that have never been refilled with toner. Quotations for remanufactured (sometimes called compatible) cartridges will not be accepted and will not be considered for award. Delivery of full quantities stated above shall be made to SSA's Supply Building Warehouse within 30 days of receipt of order (partial shipments accepted). Cartons delivered must be marked with NSN, ICN, and purchase order number (to be provided by SSA at time of order). DELIVERY: All supplies shall be delivered F.O.B. Destination to the Social Security Administration, Supply Building Warehouse, Receiving Clerk, 6301 Security Blvd, Baltimore, MD 21235-6301. Telephone number 410-965-1095. Delivery of all shipments shall be made between the hours of 9:00 AM and 3:00 PM, Monday through Friday. TERMS AND CONDITIONS: FAR Part 52.212-4 CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS (SEPT 2005) is applicable to this order. The following provisions at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. (AUG 2006) apply to this acquisition: (b)(5)(ii), (b)(14), (b)(15), (b)(16), (b)(17), (b) (18),(b)(19),(b)(20),(b)(26),(b)(31). INSTRUCTIONS TO OFFERORS: The provisions at FAR 52.212-1, Instruction to Offerors-Commercial Items apply to this acquisition. EVALUATION: The provisions at FAR Part 52.212-2, Evaluation-Commercial Items (tailored) apply to this acquisition. Paragraph (a) is tailored as follows: the government will award an order resulting from this request for quotation to the offeror whose quote represents best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: price and socio-economic status. The socio-economic status of the offeror could be decisive if two or more offerors are considered equal. In this situation the government may consider the socio-economic status of the offeror in the following descending order of priority: 8(a)/HUBZone, 8(a), HUBZone Service Disabled, Small Business. REPRESENTATIONS AND CERTIFICATIONS: : Quoters must include a completed copy of the provisions at FAR Part 52.212-3, Offeror Representations and Certifications - Commercial Items with their quote. Interested parties can get the document from http://www.arnet.gov. Alternatively, quoters may complete the annual representations and certifications electronically via the ORCA website at http://orca.bpn.gov. After reviewing the ORCA database information, the quoter verifies by submission of this quotation that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this quotation and are incorporated in this quotation by reference (see FAR 4.1201), except for paragraphs ____ (Quoters shall identify the applicable paragraphs at (b) through (i) of this provision that the quoter has completed for the purposes of this solicitation only, if any. Responses must be submitted by EMAIL ONLY by 3:00 p.m. Eastern Daylight Time, September 7, 2006, emailed to Andrew Klimas at andrew.klimas@ssa.gov. All responsible small business sources may submit a quotation that shall be considered by the Agency. Quotations submitted by other than small businesses will be rejected.
