- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Department of Education (ED) is requesting proposals in order to award a contract for a subscription for unlimited on-line access to complete legal, news, financial, public record and related information databases; full-text search and retrieval capability within individual databases and across databases; and related support services, as set forth in the attached Statement of Work. Offerors are requested to submit firm fixed prices for unlimited Department wide access (enterprise wide subscription) for a 12 month base year and four 12 month option years. The following FAR clauses will be incorporated in to the resulting contract: FAR 52.212-4, Contract Terms and Conditions-Commercial Items FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with FAR 52.219-8, FAR 52.219-9, FAR 52.222-3, 52.222-19, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.225-5, FAR 52.225-13, and FAR 52.232-33. The following FAR provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial FAR 52.212-2, Evaluation-Commercial Technical merit will be determined on the basis of the following factors: Comprehensiveness of Legal Databases (30 points): The comprehensiveness of the databases will include on-line unlimited simultaneous access to all required databases and services. The offeror that proposes and demonstrates the broadest authoritative legal and law related information will receive the most points. Comprehensiveness of News Information (30 points): The offeror that proposes and demonstrates the broadest news and business information (transcripts, newspapers, wires, magazines, newsletters and trade journals) will receive the most points. Functionality of Search Engine (30 points): The offeror that proposes and demonstrates a search service that enhances the customer's research experience by making it more intuitive, efficient, and user friendly will receive the most points. The offeror's system capabilities and user interface will be evaluated. This includes access to the desired materials and the commitment to provide on-line support and training. The accessibility of the service for individuals with disabilities. Past Performance (10 points): The offeror's past and present experience in providing on-line legal and news search services to the Department or other federal agencies will be evaluated. The demonstrated commitment to quality through the consistent provision of highly reliable service and a demonstrated commitment to customer satisfaction will receive the most points. FAR 52.212-3, Offeror Representations and Certifications-Commercial Technical Proposals shall be no longer than 20 pages in length, double spaced, and single sided with a font no smaller than 12 point. Offerors shall submit the following information with their technical proposal: 1. A description of the required legal information and the availability dates of coverage. In addition, a description of additional databases or references above the minimum requirements set forth in the Statement of Work available in the offered subscription price. A complete listing of the specific databases being offered shall be provided in an appendix which will not be included in the page count. 2. A description of news and information being offered including the major national news sources as well as a listing of statewide newspapers or coverage covering state wide governmental issues. Offerors shall provide the availability dates for the on-line archives. It is desirable for offerors to provide at least one newspaper with statewide coverage from every state and the District of Columbia. A complete listing of the specific titles being offered shall be provided in an appendix which will not be included in the page count. 3. A listing of public record and business information sources being offered. 4. A complete description of the features/functions of your service demonstrating compliance with the functionality requirements set forth in the Statement of Work. A complete step-by-step procedure for conducting a sample legal and news search. A description of available customer support and training. 5. A password for the offered service to allow evaluators to have a hands on live experience with the offered service. 6. Past Performance information for at least 3 current customers including the agency name, point of contact, phone number, contract number, and period of performance. Price proposals shall include a firm fixed price for the base year and 4 option years for unlimited Department wide access. A completed copy of FAR 52.212-3 shall be included. In order to assist offerors in pricing, the Department currently has 885 users. A small business subcontracting plan is required in accordance with FAR 52.219-9. The total evaluated price will be computed by adding the total price for the base year and all option periods. Offerors shall be required to demonstrate their service to the evaluation team. The demonstration shall be limited to a 2 hours session with a short question and answer session. Questions shall be limited to the demonstration. The demonstration shall be conducted on site at the Department of Education. The Contracting Officer will contact offerors to schedule the demonstration after submission of proposals. The source selection decision will be made on a best value basis where technical merit is more important than price. The Department reserves the right to make multiple awards if it is determined to be in the best interest of the Government. This solicitation is being issued subject to availability of funds, see FAR 52.232-18. The due date for proposals is Friday, July 14, 2006 at 2:00 p.m. local time.
