Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation, and written copies of this solicitation will not be provided. Quotes are being requested. The Government intends to award a Firm-Fixed Price purchase order under Simplified Acquisition Procedures (SAP) using FAR Part 13. (ii) The solicitation number is IAO-06-RQ0067. This requirement is issued as a Request for Quote (RFQ) (iii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. (iv) This solicitation is set-aside for small business. Acceptance shall be at the ship to location by an authorized government official. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. (ix) The provision at 52.212-2, Evaluation - Commercial, applies to this acquisition. Award will be based on 1) the ability of the proposed product, other than the brand name identified above, to meet the salient characteristics/ specifications of the brand name product, 2) past performance, and 3) price. The Government contemplates purchasing a VSC-4CX Color Monochrome Video Spectral Comparator and Document Imaging Software Suite for VSC-4CX Version 1.4.143 manufactured by Foster & Freeman USA, Inc. 46030 Manekin Plaza, Suite 170, Sterling, VA 20166. Minimum specifications are as shown under section ?vi? Description of Requirement / Specifications. Offerors may propose a product other than the brand name but it must be clearly identified by manufacturer and model number and meet the salient characteristics/specifications. Failure to meet any of the proposed specifications may cause rejection of the offeror?s proposal. The Government will evaluate any product proposed other than the brand name product that meet or exceeds the Government?s minimum requirements. The Contractor is responsible for providing descriptive literature, brochures, drawings, etc.,. that clearly shows that the product proposed meets the above characteristics. See FAR clause 52.211-6, ?Brand Name or Equal? for more details. The Contractor must provide the company name, point of contact name, address, and phone number of three past performance references relating to the product being quoted (x) 52.212-3, Offeror Representations and Certifications ? ONLINE REPRESENTATION AND CERTIFICATION APPLICATION (ORCA) The Federal Acquisition Regulation was recently amended to require offerors complete Representations and Certifications through ORCA at least annually as of January 1, 2005.
