Description
The U. S. Army Corps of Engineers, Kansas City District, intends to issue a solicitation for Design-Build Services for Barracks to house 936 soldiers, located at the Fort Riley, Kansas. Scope of services required, the general scope of work includes, but is not limited to, Construct military barracks for 936 soldiers. Contractor innovation is desired and Construction of the Barracks will allow Type I to Type V. Note: These types include traditional construction, modular, panelized, pre-fabricated, p re-engineered, and tilt-up. Supporting facilities include utility connections; underground electrical service; roads, walks, and curbs; running paths, storm drainage; information systems; and site improvements. At this time, a Pre-Solicitation Conference is planned for this solicitation. Approximately two weeks after the solicitation a pre-solicitation meeting will occur at Fort Riley. An announcement will be out soon describing the place and time. At this time, the site may be visited. An unorganized s ite visit may occur the day of the pre-solicitation conference. This solicitation will include options that will be included in the solicitation. Cost range and limitations, In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $50,000,000 and $100,000,000. FAR 5.207(c) (12)type of contract: This solicitation will be issues as a Request for Proposals (RFP) which will result in the award of a single firm fixed price (FFP) construction contract. FAR 5.207(c)(12)estimated starting and completion dates, The estimated performance period for completion of construction is approximately 680 (Six Hundred Eighty) calendar days from Notice to Proceed (NTP). FAR 5.207(a)(10) scheduled opening & closing. The so licitation will be available on or about 1 October 2006 and Proposals will be due approximately 30 days later. The solicitation, including any amendments, shall establish the official opening and closing dates and times. FAR 5.207(c)(12) any significant e valuation factors, Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 for Best Value Source Selection. The solicitation will include a detailed list of evaluation factors, including any sub factors or elements, and will provide instructions for proposal requirements and the basis for award. Any changes to evaluation factors will be issued by amendment. FAR 5.207(c)(1) and FAR 5.205(f)(2) NAICS code The North American Industry Classification System (NAICS) Code for this project is 237990 FAR 5.207(c)(1) and FAR 5.205(f)(2) SBA size standard and with a size standard of $28,500,000.00. FAR 5.207(c)(13) and FAR 5.207(e) numbered notes NONE FAR 5.207(d) for a total or partial SB set aside, VSB set aside, HUBZ/SB set-aside, or a SDV/SB set-aside, the appropriate Numbered Note will be cited. THIS SOLICITATION WILL BE UNRESTRICTED Therefore, this project is open to both large and small business, and proposals f or all responsible sources will be considered by the agency. If a source is a large business, and the proposal exceeds $1 Million, that offeror will be required to submit a Small Business Subcontracting Plan with goals based on percentage of total subcontr acted dollars. The targeted goal percentages for this project are Small Business, 43.0% Small Disadvantaged Business, 16.5 % Women-Owned Small Business, 5.7 % HUB Zone Small Business, 8.0 % Service-Disabled Veteran-Owned Small Business, 1.5 % Historically Black Colleges & Universities/Minority Institutions (HBCU/MI) 13.9 % FAR 5.207(c) (15) statement that all responsible sources may submit bid, proposal, or quote which shall be considered by the agency.
