- Joint Contracting Command-Iraq/Afghanistan, PARC-Forces, is issuing, concurrent with this notice, a commercial firm-fixed priced IDIQ solicitation for the Management and Provision of Iraqi Bi-Cultural Bi-Lingual Advisors/Subject Matter Experts (BBAs/SMEs) to support, and be embedded with, Multi-National Corps-Iraq (MNC-I) and its Major Subordinate Commands (MSCs) to assist and provide advice in regards to reconstruction and democratization projects through-out Iraq. The solicitation will result in a single award IDIQ type contract with an ordering period of 24 months: 1 September 2006 through 31 August 2008. BBAs/SMEs shall be Western-oriented, educated professionals with an Iraqi background and be able to obtain a Secret or Coalition Secret Security Clearance. Additionally, BBAs/SMEs shall be able to communicate effectively, verbally and in writing, in both English and Iraqi dialect Arabic or Kurdish. BBAs/SMEs shall possess professional experience in one or more of the following areas: 1. Governance, to include Public Education, Public Safety, International Law, Public Health, Public Administration. 2. Economics and Commerce, to include Food and Agriculture, Economic Development, Civilian Supply. 3. Public Facilities, to include Public Transportation, Public Works and Utilities, Public Communication. 4. Special Functions to include Emergency Services, Environmental Management, Cultural Relations, Civil Information, Dislocated Civilians. Specific numbers and mixes of BBAs/SMEs area of professional expertise will be identified by Individual Task Orders. Attachments to be provided with the Solicitation are the Statement of Work, Sample BBA/SME Questionnaire, Sample Weekly Report, Depiction of Current BBA/SME mix as of 25 July 2006 and a list of Government Furnished Equipment. Contractors are requested to pay particular attention to solicitation proposal submission instructions.
