Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Request for Quote (RFQ) DHQCSD06MPA0257. (iii). The RFQ document and incorporated provisions and clauses are those in effect through FAC 2005-08 and all of the requirement stated in FAC 2005-08. (iv) The resultant contract will be awarded as a single award contract. The NAICS code is 238210, Electrical Contractors. (v) Provide a price for the following CLINs. CLIN 0001; Labor, Non-personal for Services, for Design and Install Additional UPS Distribution Equipment at DECC St. Louis in accordance with the attached Statement of Work (SOW). Period of performance is from date of contract award through 30 Sep 06, firm fixed price type contract. Required period of performance is date of contract award through 30 September 2006. (vi) Install one (1) new 1600Amp, 480Volt, 3-phase Electrical Distribution Center containing 10(ea) new 200amp breakers. This new Power Distribution Panel will eventually feed the new Power Distribution Unit?s (PDU?s) on the second floor. The new PDU?s will feed new work- loads expected on the second floor in the near future. The new PDU?s are not included as part of this electrical installation project. The number of new PDU?s to be installed will be determined at a later date. Remove the spare 2000Amp circuit breaker from the first floor UPS switchgear and send it to a local certified electrical testing contractor for testing or have the testing done on-site by a certified electrical testing contractor. The breaker shall be tested at 1600Amps. The breaker shall be tested for: long delay current trip, short delay current trip, instantaneous current trip and ground current trip. Install a new 1600 Amp Electrical Distribution Center in Room 2202 on the second floor. Distribution Panel shall include ten (10) new 200Amp breakers. The panel shall be installed in accordance with 2005 National Electric Code and local applicable standards. The Facility Manager and Facility Engineer shall determine location of the new Distribution Panel in room 2202. Install service feeder from the first floor UPS distribution panel to the new 1600Amp distribution panel located in room 2202. The service feed can be copper conductors and /or buss duct as long as all applicable standards are met. The service feeder shall be sized to supply a 1600Amp service to the distribution panel in accordance with the 2005 National Electric Code. Utilize the existing ladder rack in room 1103 to extend the service feeders if necessary. See sketch B103-001 for routing details. The routing of service feeders may vary slightly from the drawing to account for unknown obstructions in the ceiling space. The need to core drilling existing concrete walls and floors will be required for service feeder installation. X-rays of the concrete floor may be required to locate electrical and/or mechanical systems and post tension cables. All penetrations will be fire caulked after the conduit installation is complete. Relocate existing 100Amp lighting panel in room 2202 to accommodate the installation of the new 1600Amp distribution panel. The lighting panel shall be relocated approximately 4? to the West of its existing location at the same height. The shutdown of this panel will need to be coordinated with the Facility Manager and shall not be de-energized prior to his authorization. Install Sealtite, connectors and wire to 8(ea) predetermined PDU locations. Terminate the 8(ea) circuits in the new 1600Amp distribution panel and coil the other end of wire at the PDU locations. Leave 10? of spare conductor at PDU location to be terminated by others at a later date. Provide as built drawings of new installation. Autocad file to be provided by Denver DISA. The first floor UPS Switchgear must be de-energized to terminate the new electrical conductors to the buss. An outage will be required and scheduled to complete the installation. A one-line diagram of power distribution system from the building entry to the distribution panels shall be provided. This diagram shall include: Circuiting, cable sizes, conduit sizes and approximate circuit lengths, Full information for all circuit breakers, including manufacturer, catalog number, short circuit rating, frame size, trip rating, and adjustable settings, Grounding information for electrical service. After the new conductors are pulled, perform a meggar test on the conductors to ensure the insulation was not damaged during installation. Government Furnished Material/Government Furnished Information (GFM/GFI): 1. Current building floor plan in AutoCAD or .dxf format, 2. Facility A/E drawings, 3. 2000Amp Circuit breaker. Contractor Furnished Material (CFM): 1. 1600Amp, 480V, 3-phase Power Distribution Panel, 2. 10(ea) 200Amp, 480 V, 3-phase breakers, 3. All electrical conductors, conduit, and commodities to accomplish installation. Deliverables: 1. Circuit breaker test report, 2. Circuit breaker trip settings, 3. Meggar test report, 4. As-builts. Schedule: 1. Start task: Upon award, 2. Deliverables as established in the Project Schedule, 3. Task complete: September 30, 2006. Travel, Site surveys: 2 trips with 2 people, 4 days, St. Louis, MO. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer confirming to the solicitation will be most advantageous to the Government, price and other factors considered. This will be a Least Price, Technically Acceptable (LPTA) award. a. Award all or none basis ? The government intends to award one to the vendor whose proposal is identified as Least Price, Technically Acceptable (LPTA) solution. b. The government reserves the right to not award a contract as a result of this competition, if in the opinion of the Contracting Officer, none of the submitted proposals would provide satisfactory performance/product. (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer, DISA/DITCO, 2300 East Drive, Scott AFB IL 62225. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.(End of Provision). 52.209-9000 ORGANIZATIONAL AND CONSULTANT CONFLICTS OF INTEREST (OCCI) DEC 2005) (a) An offeror shall identify in its proposal, quote, bid or any resulting contract, any potential or actual Organizational and Consultant Conflicts of Interest (OCCI) as described in FAR Subpart 9.5. This includes actual or potential conflicts of interests of proposed subcontractors. If an offeror identifies in its proposal, quote, bid or any resulting contract, a potential or actual conflict of interests the offeror shall submit an Organizational and Consultant Conflicts of Interest Plan (OCCIP) to the contracting officer. The OCCIP shall describe how the offeror addresses potential or actual conflicts of interest and identify how they will avoid, neutralize, or mitigate present or future conflicts of interest. (b) Offerors must consider whether their involvement and participation raises any OCCI issues, especially in the following areas when: (1) Providing systems engineering and technical direction. (2) Preparing specifications or work statements and/or objectives. (3) Providing evaluation services. (4) Obtaining access to proprietary information. (c) If a prime contractor or subcontractor breaches any of the OCCI restrictions, or does not disclose or misrepresents any relevant facts concerning its conflict of interest, the government may take appropriate action, including terminating the contract, in additional to any remedies that may be otherwise permitted by the contract or operation of law.
