Description

The U. S. Department of Commerce/National Oceanic and Atmospheric/NESDIS/AD, intends to issue a Fair Fixed Price purchase order with the University of Maryland Baltimore County, Baltimore MD, on a sole source basis in accordance with the authority of 41 U. S. C. 253 ( c ) ( 1 ) only one responsible source to develop enhancements to the AIRS operational rapid transmittance algorithm (RTA) to support carbon dioxide ( CO 2 ) retrievals. Tasks 1 Transmittance tuning to correct on-line and off-line differences. Tasks 2. Upgrade existing code for any improvements to CO 2 spectroscopy determined from post-launch experience with AIRS. The University of Maryland is the only known source to NOAA. They have been part of this design of the AIRS rapid transmittance algorithm (ETA) for over a decade. The University developed the software and coefficients necessary to complete this task . This requirement will be procured in accordance with the Federal Acquisition Regulations (FAR) Part 13, using simplified acquisition procedures. NAICS Code is 511210, size standard of 23 M All responsible sources may submit a quotation which shall be considered by the Agency Offerors certain they can meet the requirement may submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. All responsible sources may submit a quotation which shall be considered by the Agency. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after the publication 08/25/2006 of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist.
