Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-06-1038 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-27. The North American Industry Classification (NAICS) Code is 339111 and the business size standard is 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small business. It is the intent of the National Institutes of Health (NIH); National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to procure a Picosecond Laser System from Coherent Inc., 5100 Patrick Henry Drive, Santa Clara, CA 95054. This system is required to pursue picosecond time-resolved X-ray studies of structural dynamics in proteins. This laser system will be installed on the BioCARS time-resolved X-ray beamline (Sector 14). The picosecond laser amplifier must be capable of generating 1-2 picosecond, 790 nm pulses at a repetition frequency of 1 kHz with < 2% rms pulse energy fluctuations. These pulses must be synchronized to an external 88 MHz RF source to a precision better than 1 ps rms. The amplifier must be externally triggerable to a precision of 1 ns from 1 Hz to 1 kHz. The beam divergence must have an M-squared < 1.5, and the amplifier should be designed to minimize Kerr lensing. The pump laser for the picosecond amplifier should be cooled by a water-to-water heat exchanger to minimize heat dissipation in the laser lab. The laser system must include a ps TOPAS optical parametric amplifier (OPA) with tunability from 230 nm to 2 microns, and its pump pulse energy must be sufficient (4.5 mJ) to generate at least 100 microjoules pulse energy at the 4th harmonic of the Signal (320-380 nm range). The TOPAS must be equipped with harmonic separators to isolate the desired wavelength over its tuning range. The laser system should be delivered in mid-November, 2006. The following specifications shall be included in the system: Verdi V5 + WTR RISER + CHILLER: All-solid-state, diode-pumped, frequency doubled Nd:YVO4 laser providing single-frequency cw green output (532nm) at a power level of 5W, M^2< 1.1, Optical Noise < 0.03% rms, and 1-year unlimited hours warranty. Mira 900-P V5 XW NO CHILLER: The Mira Optima 900-P Picosecond Ultrafast Ti:S Laser with beta-lock and broadband optics. Requires Verdi V5 as a pump source. SYNCHROLOCK AP For precise synchronization of the laser to an external RF source with < 1 ps rms jitter. Evolution-HE Nd:YLF 527nm, diode-pumped, Q-switched laser capable of generating > 45 mJ/pulse at 1 kHz. Warranty period 1-year/5000 hours. To be cooled with a water-to-water heat exchanger. Legend-P-HE + Multi-pass Amplifier Regenerative amplifier plus 2-pass power amplifier; capable of amplifying 1-2 ps, 790 nm pulses to 4.5 mJ with TEM00 beam profile at 1 kHz with < 1% noise rms over 8 hours. Requires Evolution-HE pump laser. TOPAS-800-ps (1160-2600nm). High Energy superfluorescence-seeded picosecond Optical Parametric Amplifier manufactured by Light Conversion. TOPAS-800-ps-UV-1 (290-1160nm). Contains two motorized mixing stages with interchangeable crystals that will accommodate doubling of signal and idler, fourth harmonic of signal and idler and sum mixing of pump with signal and idler. Includes wavelength separation optics. MTEL + BROx2 Mirror telescope to reduce Legend output to TOPAS input; Pump beam routing mirrors. This notice of intent is not a request for competitive quotations; however, all responses received, within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
