- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ60071 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. Delivery and acceptance will be at Bethesda, Maryland. The National Institute on Drug Abuse on behalf of the National Institute on Mental Health has a requirement for :TYPE: UPRIGHT, IN VIVO TWO PHOTON LASER SCANNING MICROSCOPE(QUANTITY 1): LOW DISPERSION (NO DISPERSION PRECOMPENSATING/PRECHIRPING NEEDED FOR EFFICIENT 2P EXCITATION WITH PULSE WIDTH 100-140 FS AND AVERAGE POWER 0.5 W) EPIFLUORESCENCE TWO GAASP PHOTOMULTIPLIER TUBES EXCITATION FILTERS SLIDER/WHEEL FOR EACH PMT (STRONGLY DESIRABLE BUT NOT REQUIRED) C-MOUNT FOR CCD CAMERA (STRONGLY DESIRABLE BUT NOT REQUIRED) MOTOR DRIVEN BASE AND STABLE SPECIMEN (DESIRABLE BUT NOT REQUIRED) PRECOMPENSATION OPTICS AS AN OPTION THAT CAN BE BYPASSED (DESIRABLE BUT NOT REQUIRED) SOFTWARE: SIMULTANEOUS ACQUISITION FROM BOTH PMTS ROI SCANNING ?CYCLE? The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical requirements (2) ability to deliver on time and within specification. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due September 1, 2006 3:00 PM EST and will be submitted to Susan A. Nsangou, Contracting Officer, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892. AMENDMENT TWO PROVIDES QUESTIONS AND ANSWERS TWO GAASP PHOTOMULTIPLIER TUBES Can we quote standard alkaline detectors and discuss some 3rd party GAASP solutions? Provide the quotation WITH third party detectors. MOTOR DRIVEN BASE AND STABLE SPECIMEN (DESIRABLE BUT NOT REQUIRED) Can we get further elaboration on the above spec. What does motor driven base mean? and stable specimen? Motor driven scope or stage? Computer integrated control? Explanation: The specimen is stable on a fixed stage and the microscope base is motor driven and moves around. This option is not necessary. PRECOMPENSATION OPTICS AS AN OPTION THAT CAN BE BYPASSED (DESIRABLE BUT NOT REQUIRED) Precompensation optics mean AOM that can be bypassed? Yes, that is correct.
