- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ60073 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. Delivery and acceptance will be at Bethesda, Maryland. The National Institute on Drug Abuse on behalf of the National Institute on Mental Health has a requirement for a laser source TYPE: TI:SAPPPHIRE, ONE-BOX SYSTEM (QUANTITY 1): MAXIMUM AVERAGE OUTPUT POWER: >2W MINIMAL TUNING RANGE: 690-1020 NM PULSE WIDTH: 100-140 FS COMPUTER CONTROLLED TUNING The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical specifications and (2) ability to deliver on time and within specification. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due September 1, 2006 3:00 PM EST and will be submitted to Susan A. Nsangou, Contracting Officer, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892. AMENDMENT TWO IS ISSUED TO ADDRESS QUESTIONS AND ANSWERS Are there any beam quality parameters that are beneficial to the end user? A round and non-astigmatic beam (ellopticity=0.9-1.1) is required. Is there benefit in having additional average power at specified wavelengths than what was requested? I do not require additional power at specific wavelengths. Is there benefit in having broader tuning capabilities? Expansion of tuning range is desired under the condition that it does not increase the cost significantly. Is there added value in having a lower cost consumables? Lower cost consumables are beneficial, but they should have comparable quality as standard counterparts.
