- Description
- The Department of State Regional Procurement Service Office Fort Lauderdale Florida intends to award a purchase order to the Heckler and Koch Defense for fifty MP5K sub machine guns and to hundred MP5 30 round magazines. The Government intends to negotiate solely with the Heckler and Koch Defense pursuant to 41 U.S.C. 253(c) (1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." These items are being procured for the American Embassy in Colombia to support the Narcotics Affairs Section (NAS). The Colombian National Police currently use this weapon and are trained in using and maintaining this weapon. Therefore, Heckler and Koch Defense is the only responsible source that can immediately satisfy the Government's requirement and has the qualifications to justify the exception to full and open competition under 41 U.S.C. 253 (c) (1). Interested parties must provide evidence of their capability by September 11, 2006, 1200. Inquiries concerning this requirement may be made to the Contract Officer at goodwinelc@state.gov, no phone calls will be accepted. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. No reimbursement for any costs connect with providing capability information will be provided. This notice is neither a request for quotation nor a solicitation for offers.
