Description
The Federal Aviation Administration (FAA), Southwest Region Flight Standards Division, Flight Program Office, ASW-260 has a requirement for the Development and Revision of the Flight Standards Flight Operations Manual, including FAR Part 135 General Operating Manual, Approved Aircraft Inspection Program (AAIP), and Aircraft Training Manuals. These manuals provide operating procedures concerning the Federal Aviation Administration Flight Program. Development and revision of the manuals under this requirement must be accomplished in accordance with current FAA technical requirements, including International Organization for Standards (ISO) 9000. Work instructions and an outline for the revisions to be made or the new manual content to be developed will be provided by the Government. The work on each manual will be organized into stages, each with an associated work product. An FAA representative will review the work product at each stage as well as the final deliverable of the manuals. It is possible that there will be multiple rounds of draft submission, review, and revision as work on a manual progresses. The contractor also must prepare manual work products in accordance with various writing, editing, software, and formatting requirements. These include writing to the ninth-grade reading level except for required technical terms, using FAA-approved word processing and graphics software, proofreading all documents to eliminate writing errors prior to submission, providing work products in CD-ROM format, and complying with FAA Order 1000.36, FAA Writing Standards. Printing of the new or revised manuals will be the responsibility of the contractor.
