Description
The Air Force Flight Test Center has a requirement for an Embedded National Tactical Receiver (ENTR), Quantity 1 Each. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to an Embedded National Tactical Receiver (ENTR); Requirements: ?3" x 5" card inside desktop computer in lieu of rack-mounted equipment; ?Scan Mode: Host software card can plot power level vs. frequency for the range; of 240 MHz to 270 MHz. This identifies potential jamming sources; ?Programmable RF Filter: The carrier frequency can be offset ?15 kHz to filter; out jamming signals; ?95 dB of dynamic range; ?Demodulator algorithm is dynamically optimized for doppler or low signal; strength; ?Works through short duration interference without losing lock; ?Does not require wideband reacquisition; ?Built-in correlators to verify data output of the latest technology decryptor device; ?Viterbi decoder bit error rate can be displayed by host; ?The demodulator, decoder, and I/O section is programmable through host; ?Four channels of black baseband interface allows existing radios to interface to; the workstation without a KGR-96 or KG-11; ?30-second back-up of keys during power interrupts; ?Parameter Specification: -RF Frequency . . . . . . . . . .240-270 MHz; -Dynamic Range . . . . . . . . .-125 to -30 dBm; -Tuning Step Size . . . . . . . .1.0 kHz; -Tuning Time . . . . . . . . . . . .10 mSec max; -Phase Noise . . . . . . . . . . . .3 degrees max., 100 Hz to 25 kHz 3rd Order; Intercept; -Point . . . . . . . . . . . . . ?. . .0 dB; -Noise Figure . . . . . . . . . . . .< 7 dB; -Frequency Stability . . . . . . .< ?2 ppm; -Group Delay Variation . . . .20 mSec max; -Size . . . . . . . . . . . . . . . . . .cPCI/1/2 PCI/S-Bus card; -Temperature . . . . . . . . . . . .-20? to +50?C; ?System Architecture; -Receiver front end down converts to 90 MHz IF; -Synthesizer is programmable for frequency range of 240 MHz to 270; MHz; -IF Amplifier conditions and output signal to the A/D Converter; -Receiver Data Paths; Black: Existing Receivers/Demodulators; Radio: Integrated Receiver/Demodulator; ?All blocks are independently addressable; ?ADC: Digitizes Analog IF; ?Demodulator; -Signal Power Measurement; -Automatic Gain Control; -Automatic Frequency Control (Tracking); -I/Q Base-Band Conversion; -Single 4-bit Quantitized Data Stream Output; ?Receives four channels of TIBS, TDDS or TADIXS-B (any combination); ?Viterbi Convolutional Decoder; -Error Rate Monitor; -Outputs Encrypted Data; -RAM for Traceback and State Metric Memory; ?Decryptor (Cardholder); -Outputs Plain Text Data; -Keyload Interface; -Serial Control/Status via FIFOs under processor control; ?FIFOs; -Convert serial plain text data to parallel; -Data available to processor via registers; ?Correlators; -Detect Data Frames (processor configurable); -Lock Indication, Processor Readable; ?Acquisition; -Performs repetitive acquisition tasks under software control; -Provides serial interface to synthesizer, frequency loads and setup; ?Flash EPROM; -Contains boot-up driver information; -Also contains multiple FPGA configurations; ?Downloadable Rewriteable; -FPGA and Driver updates made in the field; Firms responding to this synopsis must identify their company?s capabilities to perform the requirements described herein, reference the synopsis number and indicate whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1. The NAICS code is 334220. The Small Business size standard is 500.
