- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The purchase request number is F3M3SV6202A3 and the solicitation is issued as a request for quotation (RFQ) (iii) this solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-12. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 713990, and the small business size standard is $6.5 Million. (v) This requirement consists of seven Line Items: 0001 - Provide officials for Intramural Flag Football. 3 man crew, 2 x 18 minute halves; stop clock last 2 minutes of 2nd half. 150 EA. Total number of games are estimates. 0002 - Provide field supervisor for Flag Football games. Scores, equipment, sign in sheets, and problems on field as they occur. 150 EA. Total number of games are estimates. 0003 - Provide Intramural Certified NCHSA Soccer Officials at a minimum. One (1) person crew 7 v 7. 2 x 25 minutes running halves. OT will not be played. 120 EA. Total number of games are estimates. 0004 - Provide Intramural Certified NCHSA Basketball Officials at a minimum and scorer/timer. Two (2) person crew and one (1) scorer/timer. 2 x 18 minutes halves, last 2 minutes of the second half stop clock. OT will be played. No shot clock. 240 EA. Number of games are estimates. 0005 - Provide Intramural Certified NCHSA Volleyball Officials at a minimum and scorer (1)- top and bottom officials. At a minimum NCHSA rules apply except where amended. Best two of three games, all three games rally point. 180 EA. Total games are estimates. 0006 - Provide Intramural Certified USSSA Softball official. USSSA rules apply except where amended. One (1) person officiating crew with one hour time limit. Minimum of 4 and 1/2 innings. Extra innings will be played to break ties. 10 run rule after 5. 280 EA. Total number of games are estimates. 0007 - Provide scorer for Intramural Softball games. 280 EA. Total number of games are estimates. (vi) Description: this requirement is for Sports Officiating services for the 43rd Services Squadron at Pope AFB, NC. The Period of performance of any resulting contract will be 1 Oct 06 ? 30 Sep 07. Note: The Department of Labor Wage Determination number 05-2393 revision number 01 applies to this acquisition. "Funds are not presently available for this contract. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer." (vii) The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this solicitation. (viii) The provision at 52.212-2, Evaluation ? Commercial Items, applies to this solicitation. Paragraph (a) of FAR 52.212-2 is added to read: Lowest price technically acceptable. The contractor certifies that it can meet the delivery date by submitting a quotation. (ix) The provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, applies to this solicitation. The contractor shall be registered in the Online Representations and Certifications Application ? ORCA ? at http://orca.bpn.gov/. (x) The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition Paragraph (o) is changed to read: The contractor shall provide all standard commercial warranties to the government.
