- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The requirement is being advertised in accordance with FAC 05-11 as a small business set-aside under NAICS 333514. The requirement is for a CNC Tube Bender-Eaton Leonard Vectorbend Model 25-Elec or equal with the following specification: Functionality and performance of the CNC Tube Bender should be similar in specification to the following 1ea. Vectorbend Model 25-ELEC Automatic Programmable CNC Bender. 6mm-25.4mm (1/4 -1 ) O.D. Technical Specifications: Reversible Bend Arm Rotation (RH Converts to LH) Either 460 Volts / 60 Hz. / 3 Phase Power- 5.5 KVA Peak. The following provisions as clauses are applicable to this solicitation: 52.211-6 Brand Name or Equal, 52.212-1 Instructions to Offerors - Commercial Items, 52.212- 2 Evaluation-Commercial Items the criteria is as follows: The Government shall award a contract to the offeror that is able to provide a technically acceptable product, those offering an alternate brand of equipment must provide product literature for spe cification equality determination. Past Performance shall be evaluated by conducting telephonic surveys with three (3) references provided. Competitive price comparison to include any preferences identified. Technical capability of equipment and contrac tor past performance are significantly more important than pricing in determining the best value to the Government.
