Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Army Tank-automotive and Armaments Command- Picatinny Arsenal TACOM-Picatinny), Picatinny Center for Contracting and Commerce (PC3) in support of the Armament, Research, Development, and Engineering Center (ARDEC) intends to solicit, negotiate, and award on a sole- source basis to Sabre Consulting and Training for engineering support to the Logistics Research and Development Branch in performing a complete Business Case Analysis of the Joint Modular Intermodal Distribution System logistics modeling, simulation and analysis to validate these new concepts to reduce the logistics footprint and optimize supply chain operations. Sabre Consulting and Training, has access to a nationally known expert in developing innovative solutions to problems associated with logistics research and development. His years of experience and publications in velocity distribution and modeling and simulation provide a very high confidence level that the SOW with be successfully completed. Specific work will extend through-put models for analysis of CONUS and OCONUS in-theater inventory storage, distribution and handling operations, and developing an interface definition for integration of the resulting Arena models with models developed by other organizations. Solicitation number W15QKN- 06-T-0203 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12, Effective 04 Aug 2006 & Class Deviation 2005-o0001, and DFARS DCN 20060814 Edition. The requirements will be fulfilled using the Simplified Acquisition Procedures, part 13 of the FAR and the test program authorized in FAR subpart 13.5, to the maximum extend possible. Results of this work will be delivered via monthly contractor reports and a final report within 30 days of contract conclusion. Line Item 0001 Business Case Analysis of the Joint Modular Intermodal Distribution System. The following provisions apply to this acquisition: Offerors must include brochures and literature showing their ability to meet all of the Government requirements along with their quotation. Offerors must include copies of commercial price lists indicating the price offered in response to this RFQ. Offerers must also include a completed copy of the provision at 52.212-3, Offeror Representations and Certification-Commercial Items, with its offer. A firm fixed price award will be made to the technically acceptable lowest price offeror. Commercial warranty requirements apply to this acquisition that is consistent with customary commercial practices.
