Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is available at request. The solicitation is issued as a Request for Quotation. The solicitation document and incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-11. The associated NAICS code is 611710. Contractor shall provide technical service to teachers, administrators, and staff to increase student achievement. Implementation of student-centered learning. Regular scheduled visits to the school to provide staff development training, demonstrations, observation, modeling and coaching conferences. Training, modeling and coaching would be provided on the specific needs of each staff member including the workshop process, evaluation tools (i.e. CRA), ongoing assessment, reading, writing, and support for acting administrators. Services include: 1. Staff development training. 2. Teachers would receive individualized coaching based on observation session. 3. Coaching would specifically target teacher/staff needs and include modeling of a lesson, strategy or task in the classroom/building. 4. Training would be provided on all content areas and would assist in the development of workshops for all content areas based on individual teacher needs and assessment data. 5. Emphasis would be placed on professional development portfolios and reflecting with the teachers and administration about follow-up support for effective implementation. 6. One evening per week would be set aside for a parent training session, administrator training, or Model teacher training session during each site visit. 7. Materials: professional resources and classroom supplies including Assessment binders and scoring forms for Math and Language Arts Assessments. Dates of Service will be determined by Vendor and Principal, or designee. Background Investigations: All vendors, consultants, and contractors seeking to do business with the Office of Indian Education Programs (OIEP) shall: 1) Submit an Applicant Screening Questionnaire to OIEP Security Services AND 2) (- 5) 5 calendar days or less each school year ? Individual(s) will be required to be escorted or within the sight of or under the supervision of an OIEP staff person who has had a favorable background investigation. (5-59) More than 5 calendar days but less than 60 each school year - Undergo a national criminal history check. (60 +) 60 calendar days or more each school year - Undergo an investigation of character through the Office of Personnel Management. OR Vendors, consultants, or contractors that have documentation of current investigations must provide the written documentation to OIEP Security Services and must receive written notice from OIEP Security that the investigation meets the requirements of OIEP prior to contract award. The provisions FAR 52.212-01 and 52.212-04 are incorporated by reference to this acquisition. The FAR clause 52.212-05 applies to this acquisition and the following additional FAR clauses cited in this clause are applicable: (14) 52.222-3, (15) 52.222-19, (17) 52.222-26, (18) 52.222-35, (31) 52.232-33 and (34) 52.239-1. The following clauses are in full text: 1) 1452.226-70 and 2) 1452.226-71. Offerors must submit a completed copy of the provision of 52.212-03 with its offer. A copy can be obtained at www.arnet.gov. Evaluation procedures: The Government shall award a firm-fixed price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government.
