Description
The U. S. Geological Survey, Water Resources Division, has a requirement for a Total Organic Carbon Analyzer. The following are the functional specifications: 1. The carbon analyzer must be able to accurately and precisely detect the presence of total organic carbon (TOC) in aqueous samples in a variety of sample matrices. 2. The system shall be reliable, relatively simple to use and compatible with existing OI carbon analyzers in use in the WRD in the Denver area. 3. The system shall be capable of IRMS (Isotope Ration Mass Spectrometer) interfacing for potential future applications. Following are the technical specifications: 1. The TOC analyzer must be capable of measuring total organic carbon (TOC), total inorganic carbon (TIC) and total carbon (TC) in aqueous samples. 2. A trade-in discount pricing option must be available for an unserviceable OI1010 TOC analyzer and 1050 autosampler. 3. Instrument must be capable of operating in a stand-alone or networked configuration and offer the option to use vendor-supplied software on a PC computer to have remote access and control via a network. 4. The instrument must be designed and configured for the analysis of wastewater, drinking water, pharmaceutical water, ground water, surface water, saline water, domestic and industrial wastewater. This instrument must meet or exceed all specifications according to: a. Standard Methods 5310C, b. Environmental Protection Agency (EPA) Methods 415.1, 415.3, 9060A and SW-846, c. ASTM 2579. 5. The system must utilize heated sodium persulfate technology. 6. The system shall incorporate a Non-Dispersive Infrared (NDIR) detector for maximum sensitivity and durability. The measuring range must be between 2 ppb to 30,000 ppm. 7. The system must offer a random access and priority sample capable XYZ autosampler with room for the analysis of 96 samples plus 12 calibrators. 8. The system must allow auto-dilution of samples and automatic method selection for over/under range samples. 9. The system must include a continuous at-line sampling option for sampling of up to four streams. The at-line sampling option allows for auto-calibration and auto-validation. 10. The system must perform auto-generation of standards from a stock solution. 11. The system must provide and on-screen strip chart with peak and sample summaries, calibration curve display, and automatic peak detection. 12. The system must perform pre-run sanity checks to verify sequence and method versus the current configuration. 13. The system must perform automatic start-up/shutdown for gas-savings, plus automated cleanup. 14. The system must include on-screen user notices and context-sensitive Help. 15. The system must be capable of parallel sample processing with dual vessel design. 16. The sample injection system must be designed to maintain the precision of the total system by incorporating: a. An isolation loop to protect the syringe from particulate damage and prevent carry over and a purge port valve design for high precision, sample injection; b. The precision or Coefficient Varation (CV) must be less than 1.5% for replicate measurements; c. Average analysis time must be approximately 3 minutes each for TC and IC method as described below; d. Standard feature must include auto-dilution of sample; e. The auto-dilutor permits the user to create a 12-point calibration curve from one standard; f. Accept particulate sizes up to 0.75 mm. 17. The TOC analyzer must be capable of multiple measuring modes including: Total Organic Carbon (TOC); Non-Purgeable Organic Carbon (NPOC); Total Carbon (TC); Total Inorganic Carbon (TIC); have the option to perform Purgeable Organic Carbon (POC). 18. The standalone unit must utilize Windows CE based software with a color liquid crystal display (LCD) with touch screen for the human interface. The unit must have the option for a keyboard and inkjet printer. 19. The standalone TOC instrument must be: a. Networkable for direct network data storage or LIMS interfacing; b. Upgradeable to networked remote interfacing from personal computer (PC) control via Windows; c. The standalone processor-type TOC instrument can be upgraded to personal computer (PC) control via Windows; d. Programmable calibration and QC Pass/Fail criteria. 20. Installation must be performed by factory trained personnel. 21. The system must be warranted for one year from the date of installation. 22. Local on-site service must be available. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government considers the system specified as a sole source from OI Analytical, 151 Graham Road, College Station TX 77842, and proposes to negotiate a contract with that firm. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required system or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials, which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such document without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice to the procurement.
