- The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement for the following software licenses: 3 ea. Tivoli Security Operations Manager Event AGG Module, 150 ea. Tivoli Security Operations Manager SVRS, APPS, and NTWRK Device and 125 ea. Tivoli Security Operations Manager Nework Sec Devices. In addition, the Government intends to procure one year of software maintenance for the foregoing software licenses. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with IBM Corp. and its authorized resellers for this requirement. This procurement is to meet the requirements of the U.S. Joint Forces Command (USJFCOM) for its training systems. The software to be procured is currently employed in the USJFCOM's training systems. The instant requirement is for the procurement of additional software licenses to meet the USJFCOM's requirements to support the duplication of existing modeling and simulation components and establish additional event test facilities and augment existing technical control facilities in order to accommodate competing exercise requirements. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. This notice of intent is not a request for proposals. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 511210 and the small business size standard is $23 million.
