Description
The Bureau of Public Debt (Public Debt) on behalf of the Inter-American Foundation intends to issue a solicitation for an indefinite delivery, indefinite quantity contract providing for time-and-materials, or labor hour, or fixed-price orders for a base and four (4) one-year option periods for management and administration of all phases of the Field Research Fellowship Program at the Doctoral Level, funding fellowships supporting one year of dissertation research in a country of Latin America and the Caribbean. In consultation with IAF staff, and in compliance with guidelines issued by the U.S. Office of Management and Budget in Circulars A-133 and A-110, the contractor shall manage and administer all phases of the Fellowship application process, a post-award international conference of Fellows, their academic review committee and IAF staff and one conference in the Arlington, VA area each year. The IAF also requires the responding business to be located within a fifty-mile radius of zip code 22203 (Arlington, VA). Offeror will be required to demonstrate a record of successfully managing and administering a federal grant fellowship program, supporting research conducted outside the United States. Vendors will be required to have at least five (5) years experience managing and administering such grant programs supporting research throughout Latin America and/or the Caribbean. Additionally the vendor must demonstrate in its proposal at least five years of experience in making all arrangements for international and domestic academic conferences.
