Description
A PRE-PROPOSAL CONFERENCE WAS HELD ON AUGUST 22, 2006. BELOW ARE THE MEETING MINUTES OF THAT CONFERENCE AND ANSWERS TO QUESTIONS. THERE WILL NOT BE AN AMENDMENT ISSUED WITH THIS POSTING OF MEETING MINUTES. THE CLOSING DATE FOR PROPOSALS IS SEPTEMBER 8, 2006 AT 4:00 P.M. On August 22, 2006 a pre-proposal meeting was held on-site at the 536 South Clark Federal Building. The goals of this conference were to discuss the ?Clark Street Sidewalk Renovation? project, allow contractors to ask questions about the solicitation, and give potential bidders the opportunity to visit the site. Those in attendance representing the General Services Administration were: Robert Green, Contracting Officer (312) 353-3308 Maritza Cruz, Contracting Specialist (312) 353-1317 Mark Spann, Lead Project Manager (312) 886-5610 Nick Gicale, Project Manager (312) 886-2893 Gina Carter, Lead Property Manager (312) 353-3734 Robert Woten, Property Manager (312) 353-5582 Please see the attached sign-in sheet for additional meeting participants. The following is a summary of meeting events and topics discussed: (1) Nick Gicale (GSA), Mark Spann (GSA), and Dave Jourden (HDR Project Architect) provided an overview of important project elements. GSA is planning for this project to be completed before the beginning of winter. The federal building will be fully occupied during construction, necessitating that the Clark Street entrance remain operational and that construction does not interfere with tenant operations. Strong coordination with the City of Chicago is required on this project as construction may require closing a traffic lane on Clark Street and relocating the Clark and Harrison CTA Stop. Unit pricing is being requested on this project. Please refer to Division 1 Sections 01210 and 01270 for more information. Most likely there will be no areas on-site for storage of material/equipment. (2) Maritza Cruz (GSA) discussed contracting and bid requirements as related to the Clark Street Sidewalk Solicitation. Contractual and Proposal Information o This is a negotiated procurement open to all business concerns. o The NAICS Code for this procurement is 236220 with a small business size standard of $31 million. Proposal packages should include: o SF 1442 (Original and 2 copies) o Technical Proposal (3 copies) o Price Proposal (3 copies) o GSA Form 527 (Contractor?s Qualification and Financial Information) o Standard Form 24 ? Bid Bond o Pricing Page o A cost breakdown will not be required with the initial proposal. o Please Note: Representations and Certifications should be filed electronically Proposals are due by 4:00 pm Central Time on September 8, 2006 as stated in the RFP. The synopsis listed 3:00 pm Central Standard Time. Be advised, Chicago is on Daylight Savings Time (DST). Proposals are due by 4:00 pm Central Daylight Savings time. Late proposals will be handled in accordance with the regulations. Proposals are to be mailed or hand carried to: General Services Administration Attn: Maritza Cruz Office of Property Development (5PE) 230 South Dearborn, Suite 3600 Chicago, Illinois 60604 Please make sure the solicitation number GS05P06GBC3022 is on the envelope. Proposals will be evaluated using a best value source selection procedure. This will be a lump sum, firm fixed-price contract, open to all business concerns. Submissions shall include: o Relevant past performance on similar projects o Relevant past experience on similar projects o Price Proposal General Contractual Requirements: o The contract defines numerous requirements designed to protect the government and the contractor alike. All offerors are advised to become familiar with the contract in its entirety prior to preparing an offer. The entire contract, and all of its contents are important. Following are a few examples: ?X Performance Time (Section 00800) ? 120 calendar days. We estimate making an award in late September, 2006, and issuing a notice to proceed as soon as security clearances are approved. ?X Liquidated Damages (Section 00800) - $366.34 for each calendar day of delay. ?X Security Clearance Requirements (Section 00800) GSA will be issuing required security clearance forms at time of award. Security Clearances are required for all personnel performing work under this contract. Required security information will be submitted to the General Services Administration within 10 days following award. After award of the contract, all Contractor employees shall be required to furnish information for security clearances and shall comply with security regulations as imposed by the occupying agency. o With negotiated solicitations, there is no guarantee that negotiations will be opened. The government can award based upon the initial offers so make your initial price your best offer. Additionally, the government cannot award unless it determines the proposed prices to be fair and reasonable. All questions regarding this solicitation, technical or otherwise, must be submitted by e-mail or fax (no later than August 29, 2006) to Maritza Cruz, Contracting Specialist at the following email address: maritza.cruz@gsa.gov o Questions will be answered in the form of an amendment. In order to provide sufficient time to respond to all questions submitted in a timely manner, the Government may choose not to act upon Offeror?s questions received after August 29, 2006. o In the case of an extension of the proposal due date, no similar extension will be provided for submittal of questions excepting that such questions arise from and are relevant to prior amendment of the solicitation in revision of contract scope. (3) Meeting participants walked the site visiting the basement area below the vaulted sidewalk and the exterior sidewalk at street level along Clark Street. (4) Meeting Participants reconvened to answer potential bidder questions. Notes provided below are from questions asked during the meeting and those formally submitted to GSA. City permits are not required for work on federal property. However it is up to the contractor to coordinate all work as appropriate with the City of Chicago. This is especially important in diverting any vehicular or pedestrian traffic along Clark Street. Sub-contractors may choose to provide pricing to multiple general contractors bidding on this solicitation. The existing jersey barriers along Clark Street will be available for contractor use on this project. The barriers are rented by GSA and upon project completion will be returned to the rental company. The contractor is not responsible for disposal of the barriers. The existing pre-cast bollards at the 536 South Clark Federal Building were manufactured by Architectural Cast Stone (ACS) at 2775 Norton Creek Drive - West Chicago, IL 60185. The ACS contact GSA interfaced with on the major renovation project was Elaine (Marketing and Sales) and she may be reached at 630.377.4800. There is a reference error on sheet AS501 detail A4. As labeled, A4 references sheet AS301. This is incorrect. The correct reference is sheet S301.
