- Description
- NASA/MSFC plans to issue a Draft Request for Proposal (DRFP) on or about September 12, 2006, to seek industry comments for a competitive 8(a) solicitation for the Centerwide Human Capital Support Services solicitation. It is anticipated that an industry briefing will be conducted on or about September 19, 2006, at MSFC in Huntsville, Alabama. Draft RFP Clause L.14, INDUSTRY BRIEFING, contains information on Industry Day. After the industry briefing and the comment period, a Final RFP (FRFP) will be issued. All qualified 8(a) vendors may submit a proposal to the FRFP, which shall be considered by the agency. This requirement is a follow-on to NAS8-02047 with AI Signal Research, Inc. The Contractor will be responsible for providing a variety of administrative and technical support services for the MSFC Office of Human Capital. Contractor support services include organizational and leadership development, workforce strategy and planning, academic affairs, training and incentives, employee services and operations, and management resources. The Government contemplates a cost plus incentive fee type contract with indefinite delivery/indefinite quantity task orders issued to procure those services identified in WBS 8.0 of the PWS that cannot be predetermined or quantified in advance of contract award. Period of performance is a total of 5 years. Basic period from February 15, 2007 through February 14, 2008, with four additional one-year option periods. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The Government has designated this procurement as a 100% set-aside for SBA-certified 8(a) small businesses. See Note 1. The NAICS Code and Size Standard are 541710 and 500, respectively. The DPAS Rating for this procurement is DO-C9. An ombudsman has been appointed ? See NASA Specific Note ?B?. The anticipated release date of the FRFP is on or about October 10, 2006, with an anticipated offer due date on or about November 13, 2006. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
