- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for 8 each, 1 KW DC Power supply. Must meet the following specifications: Power Rating: The DC Power Supply shall provide up to 40VDC output voltage, and up to 25A output current; the supply must be able to provide these levels of voltage and current simultaneously. Fold back: The supply shall allow a ?fold back? limit to be set, such that a supplied current exceeding said limit shall cause the supply to ?shut down?. Automatic Saving: Upon power-down, the supply shall save its operating parameters, and, using its own stored power, indicate briefly the ?powering-down? condition. Power Factor: The supply shall employ ?Active Power Factor Correction?, to reduce or control harmonic distortion on the input lines. Input Power: The supply shall accommodate input voltages of from 85VAC to 265VAC, at frequencies of 47-63 Hz. 2 each, 10 KW DC Power Supply. Must meet the following specifications: Power Rating: The DC Power Supply shall provide up to 300 VDC output voltage, and up to 33A output current; the supply must be able to provide these levels of voltage and current simultaneously Remote Sensing: The supply shall be able to accommodate up to 6V drop in the source voltage from front panel to load Input Power: The supply shall operate on nominally 480VAC, 60Hz, delta configuration. 4 each, 6 KW Power Supply. Must meet the following specifications: Power Rating: The DC Power Supply shall provide up to 40VDC output voltage, and up to 150A output current; the supply must be able to provide these levels of voltage and current simultaneously. Fold back: The supply shall allow a ?fold back? limit to be set, such that a supplied current exceeding said limit shall cause the supply to ?shut down?. Automatic Saving: Upon power-down, the supply shall save its operating parameters, and, using its own stored power, indicate briefly the ?powering-down? condition. Power Factor: The supply shall employ ?Active Power Factor Correction?, to reduce or control harmonic distortion on the input lines. ALL DC Power Supplies 1/6/10 KW shall have the minimum acceptable parameters: Settings: This supply shall permit independent settings of voltage and current via front panel controls with readouts. Front Panel Security: The front panel adjustment controls for voltage and current must have provisions for being protected from alteration due to inadvertent contact with the front panel. Lockout Mode: The supply shall provide for disabling ?local? operation by front-panel selection, and by rear-panel switch. Display: The front-panel displays shall allow for viewing the operational levels of voltage and current. Over-voltage Protection: The supply shall allow a limit (OVP) to be set, such that the supply?s output voltage cannot exceed said limit. Current Limit: The supply shall allow a limit of output current to be set, such that the output current does not exceed said limit, even if the output voltage must fall to accommodate excessive loading. Resuming Operation: The supply shall be able to resume operation at previously-set voltage and current conditions when it has been turned off (or has experienced a power outage), and subsequently been turned on again. Mode Display: The supply shall indicate whether its operating mode is Constant-Current (CC) or Constant Voltage (CV). Alarms: The supply shall indicate an alarm when any of these conditions occurs: 1) over-temperature, 2) phase loss, 3) switch current limit, or 4) over voltage. Control: The supply shall accept voltage, current, or resistance input at its rear panel, to determine output voltage. The supply shall also accept control signals from a PLC. Operation Environment: The supply shall be able to operate with full power output at up to 50 deg C and in Relative Humidity of 30% to 90%. Cooling: The supply shall be cooled with air taken in at the front panel and exhausting at the rear panel. Parallel Operation: Two units may be operated in parallel, with each supply contributing an equal share of the total load current. Connections: Parallel operation shall be accomplished via ?master-slave? configuration using analog signal connection at the rear panels. Indicator: A green LED shall display on the front panel the condition of ?Control OK? for a controlling PLC. Acceptance: The manufacturer shall allow the unit to be tested comprehensively for compliance to the performance specifications listed herein, at time of receipt. Successful compliance must be demonstrated before the unit(s) will be accepted. The provisions and clauses in the RFQ are those in effect through FAC 05-12. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 335999, 500 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to Transportation Officer, NASA SGS Warehouse, BLDG, M6-744, Kennedy Space Center, FL 32899 is required within 45days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 3:00PM, local time, 9/12/2006 to Jaime L. Dempsey and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Addenda to FAR 52.212-1 are as follows: If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. Selection and award will be made (on an aggregate basis) to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
