Description
NASA/LaRC has a requirement for satellite uplink services. The services will include up-link services for three of NASA LaRC Office Of Education Distance Learning programs, NASA SCI Files (60 minutes), NASA CONNECT (30 minutes) and NASA Destination Tomorrow (30 minutes) in both KU and C band for the 2006 ? 2007 broadcast season (September 2006 through June 2007). There are a total of 28 programs to be up linked. These programs are down linked to 100 PBS affiliated stations for delivery to schools across the country. NASA/LaRC intends to purchase the services from the National Education Telecommunication Association (NETA), the only known responsible source. NETA is the professional association that provides day time education and instruction programming to PBS television licensees and stations in all 50 states, the U.S. Virginia Islands and Puerto Rico. NETA also operates that satellite that is used by PBS Stations that down link our programming. Use of the NETA satellite services ensures that PBS stations can receive the NASA produced programming through their normal channels. The sole source authority for this item is FAR 13.106-1(b)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 8, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
