- RELEASED RFP (03 FEB 2006) A pre-solicitation notice was posted on 06 Jan 2006 for the procurement of one Fast Scanning, Imaging (staring, non scanning) Fourier Transform Spectrometer in the mid-infrared range with high spatial, temporal, and spectral resolution. The Request for Proposals (RFP) is now posted at http://www.pixs.wpafb.af.mil/. Due date for proposals is Friday, 09 Mar 2006, no later than 3:00 PM Eastern Time. All interested offerors shall access the RFP at http://www.pixs.wpafb.af.mil/. No telephone, written or fax requests for a copy of the solicitation will be accepted; documents must be downloaded from the Internet. All interested offerors are encouraged to register to receive e-mail notification of PIXS updates. PRE-SOLICITATION NOTICE (06 JAN 2006) IMAGING FOURIER TRANSFORM INFRARED SPECTROMETER. This announcement constitutes a Notice of Proposed Contract Action in accordance with FAR 5.203(a). The Government intends to issue a Request for Proprosal (RFP) for the acquisition of one (1) each Fast Scanning, Imaging (staring, non scanning) Fourier Transform Spectrometer in the mid-infrared range with high spatial, temporal, and spectral resolution. Spectrometer will be used in faculty and student research such as remote sensing of battlefield conditions and bomb phenomenology research. The Air Force is developing a database for Infrared (IR) signatures to be used in a variety of applications. Knowledge of the IR signatures is essential to determine battlefield operations. This data base can only be built through the use of an Imaging Fourier Transform Infrared Spectrometer. This instrument will find several key military applications including: (1) the classification of battlespace detonations, including bomb detonations, muzzle flash, and missile launches, (2) plume monitoring for chemical and biological agent detection, and (3) fast framing, hyperspectral imaging applications. The NAICS Code for this acquisition is 334516. The acquisition will be conducted under full and open competition. The ESTIMATED solicitation issue date is 24 January 2006.
