Description
The purposes of this amendment are to 1) modify the technical requirements based on feedback and questions from industry, 2) add a Central Contractor Registration deadline, and 3) extend the response date for submission of quotes. Therefore, the solicitation is modified as follows: 1. Delete the specifications set forth in the solicitation in their entirety and replace with the following in lieu thereof: ***All interested Offerors shall provide a quote for the following line item(s): Line Item 0001 - The Contractor shall furnish one (1) each, Laser Scattering/Laser Particle Sizing System *** The system shall meet or exceed the following technical specifications: 1. The system must use a dual wavelength light source 2. The system must have an optical system capable of automatic alignment. 3. The system must be capable of measuring the size of particles in the range 20 nm to 2000 micrometers in suspensions and emulsions of liquid monomers (e.g. epoxies and polyols) and solvents, with particle concentrations from 0.05 wt percent to 1 wt percent. 4. The sample holder or flow cell system must be compatible with toluene, ethanol, acetone and water for wash between particle size distribution measurements in order to eliminate cross contamination. 5. Be capable of controlling the temperature of the sample between room temperature and 50 degrees C. 6. Be capable of measuring forward scattering, side scattering, back scattering and wide angle scattering. 7. The system must report output of the raw scattering data in an ascii file. 2. Delete the ?strongest consideration? items set forth in the solicitation in their entirety and replace with the following in lieu thereof: ***Award will be made on a best-value basis. Under the Technical Capabilities factor, strongest consideration will be given for a system with one or more of the following additional features or capabilities (if below features or capabilities are offered, please include itemized pricing in the quotation): 1. Auto sampler with at least 20 sample capacity and bar code recognition (auto sampler must be compatible with system proposed for Line Item 0001). 2. System capable of measuring the size of particles in the range 20 nm to 2000 micrometers in suspensions and emulsions of liquid monomers (e.g. epoxies and polyols) and solvents, with particle concentrations above 5.0 wt percent. 3. Flow cell with capability to control and vary flow rate between 0 and 10 mL/min 4. Dispersion unit capable of stirring and sonicating (must be compatible with system proposed for Line Item 0001). 5. System capable of controlling the temperature of the sample between 10 degrees C to 80 degrees C. 6. High power (greater than 5.0 mW) light source 7. Sample holder or flow cell with short optical path (less than 2 mm). 8. Auto wash between particle size distribution measurements. 9. Greater than 10 detectors. 10. System able to measure samples with a high viscosity (greater than 500 cp). 3. To be considered for award, offerors must be registered with the Central Contractor Registration (CCR) prior to 8 September 2006. The web-site for registration is www.ccr.gov. 4. The response date for quotations is hereby extended to 3:30 P.M. EDT 7 September 2006. 5. Except as modified herein, the solicitation remains unchanged.
