POC: Carrol Jagger, Contracting Officer, Phone: 530-621-5232 Fax: 530-621-5258 Mike Heckendorn, Contracting Officers Technical Representative, 530-621-5289 DESCRIPTION OF ITEM: The intent of this contract is to supply 1 each CRAFCO SUPERSHOT 125 Diesel Melter/Applicator with 2 one-half inch pintle hitch, 28? hitch extension, 7 pin light plug, strobe light kit, overnight heater, fire extinguisher mounted, spare tire kit, engine cover, engine gauge kit or EQUAL. Contractor Responsibility: The Contractor shall provide everything--including, but not limited to, all equipment, supplies, transportation, labor, and supervision--necessary to obtain and deliver the Melter/Applicator, except for that which the contract clearly states is to be furnished by the Government. Provide price quote for required item. Be sure contact information is provided with quote. Additional information required is DUNS number and Tax Identification Number. 4. If other than Brand Name is offered, backup literature and specifications so that an evaluation can be done must be provided. The Government intends to award without discussion, however if discussions are necessary to obtain the best value, the government reserves the right to open discussions with one or more contractors. The contractor is encouraged to provide their best pricing/offer during the initial quotation. SCHEDULE OF ITEMS: ITEM #0001-Crafco Supershot 125 Diesel Melter Applicator $________________ Price should include delivery costs. AGAR 411.170 Brand name or equal. (a) Since this solicitation is for a Brand Name or Equal the following information is provided: (i) Melter/Applicator, diesel powered, to do repair cracks in roads. (ii) CRAFCO SUPERSHOT 125 Diesel Melter/Applicator with 2 one-half inch pintle hitch, 28? hitch extension, 7 pin light plug, strobe light kit, overnight heater, fire extinguisher mounted, spare tire kit, engine cover, engine gauge kit (iii) Manufacturer: Crafco Inc, an Ergon Company, 420 Roosevelt Avenue, Chandler, AZ 85226 http://www.crafco.com 800-276-0406 (iv) Required Salient Characteristics Size: Not to exceed 125 gallon capacity. Any larger and the machine would be too large for the road conditions of the forest. Pump System: On demand pump system that only allows the material to flow when the trigger is pulled, eliminating line pressure, therefore making it impossible for the line to burst. Material Pump: Located inside the material tank, thereby eliminating material re-circulation, external pumping and high pressure lines. The internal pump also does not require pump packings that leak and eliminates pump maintenance. Safety: Has a lid safety switch which stops the agitator when the loading door is opened and a low flow profile angled opening, eliminating splash back on the operator. The double safety thermostat eliminates overheating of the oil and crack sealing material. Interlock Hydraulic: This systems allows the unit to automatically begin agitating and heating the hose at the appropriate time, which reduces the chance of damage to the machine by the operator. Hose Heating System: Has a low voltage 700 watt heated hose heating element controlled by a thermostat system which eliminates material building up in the hose. FAR 52.212-2 Evaluation?Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet or exceed the Government Requirements as listed in AGAR 411.170 Brand name or equal clause above. (ii) Has service technician and/or service/maintenance distributor within a 100 mile radius of delivery location. (iii) Past Performance information to be provided if other than Brand Name is being provided. Contact names and addresses of at least 3 other users of the other than Brand Name product being provided (iv) Warranty. Provide the warranty information for the product (v) Price The technical criteria above are of equal importance. Technical and past performance, when combined, are equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
