Description
The U. S. Department of Commerce/National Oceanic and Atmospheric/NESDIS/SMCD intends to negotiate with Texas A & M Research Foundation, College Station TX, on a sole source basis in accordance with the authority of 41 U. S. C. ( c ) ( 1 ) only one source to provide research services for the Development of Consistent Lookup Libraries for Retrieving the Microphysical and Radiative Properties of Water, Mixed-phase and Ice Clouds in support of the GOES-R Missions. Under the GOES-R AWG, work is being planned to develop state-of-the-art models of cloud scattering to be used in the retrieval of cloud properties. Research will be conducted to derive appropriate models of cloud scattering properties that are verified through planned validation efforts. This will involve the generation and validation of cloud scattering properties and lookup tables and their implementation to the ABI test-bed at CIMSS and STAR. Task will include Algorithm Development 1) Develop consistent cloud scattering properties and lookup tables for MODIS, SEVIRI and ABI, 2) Assist in evaluation the optimal tables and scattering models based on objective validation. 3) Assist in the final design of the cloud optical and microphysical property retrieval algorithm. 4) Validate cloud properties. 5) Write the look-up library ATBD and their validation . The University of Texas A & M has been developing models for cloud scattering to be used in the retrieval of cloud properties. They have developed the software and are aware of the changes that must be meet to come to the end product. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). NAICS Code 541710 500 employees. All responsible sources may submit a quotation which shall be considered by the Agency. Offerors certain they can meet the requirement are requested to submit in writing a affirmative response and technical capability. All written responses must include a written narrative statement of capability including detailed technical information demonstrating there ability to meet the above requirement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist.
